2. Proiect Description Summary: Provide a brief summary the project being proposed and <br />a general description of how it will address homelessness or affordable housing in <br />Kittitas County. Be sure and indicate whether the proposal is intended to provide direct <br />client services or construction, maintenance, or improvement of housing facilities, <br />including a proposed timeline for completion. (300 words max.) <br />This proposal will provide direct client services to homeless individuals and families who reside <br />permanently or temporarily in Kittitas County, Utilizing the Kittitas County coordinated entry system, <br />HopeSource staff will quickly connect with and gather information for those entering the Cold <br />Weather Shelter. CWS clients will have access to safe, stable housing through rapid rehousing and <br />shelter programs, including units owned by local landlords, local shelters, and over 200 homeless <br />and affordable housing units owned and operated by HopeSource in Kittitas County. Services will <br />also include identifying alternatives for diversion out of or preventing entry into homeless shelters <br />where possible, reuniting households with support systems and family in the county, providing <br />transportation to other areas of the country, entering households into HopeSource programs for <br />long term stability, or connecting with all other providers of services in Kittitas County or other <br />counties. Diversion and reunification can include mediating with past landlords, providing food <br />vouchers, utility assistance, back rent, legal and credit repair referrals. Although an individual <br />experiencing homelessness may benefit from supportive services such as mental health or <br />substance abuse counseling, participation in these services is not a prerequisite to access housing or <br />a condition of maintaining it. The stability that a housing unit provides bolsters a tenant's ability to <br />participate in these services. <br />5
