C -24 Proposed building materials. design and other architectural and landscape features of the <br />MPR. including signage and lighting. shall be designed to help structures fit within the visual <br />setting. The developer shall in consideration of building design and materials address the need <br />for fire resistively in construction. Wildfires are spread via the radiant heat that is produced. <br />The use of fire resistive materials lessens the chance of wildfire spread. The MPR is in a high <br />fire danger area. <br />C-25 The applicant shall prepare. and submit to Kittitas County for approval, proposed <br />covenants. conditions and restrictions (CC&Rs) applicable to privately owned residential <br />units/buildings within the MPR. The CC&Rs shall address, at a minimum. the following <br />concerns: building materiaL color and design: limits on clearing open space portions of <br />individual lots: accessory buildings: landscaping requirements and limitations; lighting: policies <br />regarding domestic pets: storage and use of toxic or hazardous materials (e.g. pesticides, <br />herbicides): and maintenance. Some ofthese elements are expressly addressed in Exhibit J to the <br />Development Agreement. All CC&Rs shall be consistent with such Exhibit J. In addition, the <br />County shall ensure consistency of these elements of the CC&Rs with applicable policies in its <br />Comprehensive Plan: other elements of the CC&Rs are not subject to review by the County. The <br />applicant and County may address the above mentioned standards in the MPR Development <br />Agreement. The applicant shall add to the covenants list the following items: <br />(a) All building including private SFR single family residence. MFR multi family residence and <br />buildings required under the most current building code adopted. shall have approved tire <br />sprinklers installed, tested and maintained as listed in National Fire Protection Association <br />sections 13. 13D, 13R. <br />(b) All buildings shall have a defensible space requirement around each structure. Defensible <br />spaces shall be determined by application of formulas found in .;Recommendations for Fire <br />Safety and Prevention", dated March 1999, copies of which are available in the office of the <br />Kittitas County Fire Marshal. Defensible space around structures does not constitute a portion of <br />the developed area of a lot or parcel, and shall not be counted against any applicable lot coverage <br />restrictions. <br />(c) The Wildfire Hazard Severity Rating shall have the following additional adjustment factors'' <br />• Fire sprinklers in structures-subtract three (3) points: and <br />• External underground sprinklers-subtract one (I) point. <br />d) Overall vvildfire rating for the MPR: <br />Point Totals <br />Low = 0-15 points <br />Moderate= 15-30 points <br />High= 30-45 points <br />Extreme = 45+ points <br />Suncadia MPR Conditions of Approval <br />December 2, 2008 <br />Defensible space distance from structures <br />10 feet <br />20 feet <br />25 feet <br />30 feet+ <br />Page 27 <br />Index #32
