These dates may be extended by the Planning Director based on dry/\vet weather <br />conditions. <br />Post-Construction Impacts <br />B-12 The applicant shall monitor water quality as identified in the DElS, FElS, and these <br />Conditions. Proposed monitoring programs shall be prepared and submitted to the County for its <br />review and approval prior to approval of initial site development plan. The Water Quality <br />Monitoring Program, which shall be implemented during operation of the MPR to protect water <br />quality, shall include the following: <br />(a) a groundwater monitoring program incorporating the parameters identified in the EIS; <br />and <br />(b) surface \Vater monitoring program to measure performance of drainage system. <br />B-13 Additional Conditions to protect water quality include: <br />(a) infiltrating stormwater after treatment excepting some catchments immediately adjacent <br />to Stream C: <br />(b) establishing a design criterion for water quality facilities to treat approximately 91 <br />percent of all mnotl (on an average annual basis): <br />(c) locating, constructing and operating gasoline and diesel fuel storage tanks and fueling <br />areas in accordance with Ecology regulations (Chapter 173-360 \VAC); <br />(d) providing drainage control for maintenance areas; and <br />(e) implementing BMPs for the equestrian centers. which shall include preventing outdoor <br />use of paddocks during the \Vet season (October through April) and control of sediment in <br />runoff from dirt areas. <br />B-14 Concurrent with submittal of an application for any site development plan that includes a <br />golf course. the applicant shall prepare and submit tor the County's review and approvaL a golf <br />course management plan that addresses protection of water quality. The plan shall include <br />provisions regarding proposed design for fain\ays, greens, tees and \Vater bodies, to ensure <br />appropriate drainage and infiltration; integrated pest management. to reduce use of pesticides; <br />computer controlled irrigation. to reduce water consumption; storage and handling of all <br />chemical substances. consistent with applicable state and federal requirements; a discussion of <br />the toxicity, mobility, persistence and risk associated with use of proposed pesticides. fertilizers, <br />fungicides and other applications: and drainage controls and facilities, to ensure appropriate <br />collection, treatment and release of golf course runoff Standards shall be as specified in the <br />Development Agreement. The storage of all hazardous materials shall follow the same guidelines <br />as prescribed by the latest codes and regulations from various agencies. The focus on the golf <br />course chemicals shall be part of a total plan for use, containment and disposal of all hazardous <br />materials during construction and operation of the MPR.
