Exhibit F-1 <br />Suncadia 1 MPR Conditions of Approval <br />I. (a) Based on the foregoing analysis. this staff report concludes that the proposal can be <br />conditioned so as to be compatible with applicable policies and regulations and to mitigate <br />probable significant adverse environmental impacts identified in the EIS. The subarea plan <br />amending the Comprehensive Plan land use map. rezoning of the site, and approval of the <br />MountainStar Resort Conceptual Master Plan (Exhibit B to the Development Agreement <br />Relating to the Development Commonly Known as MountainStar Master Planned Resort <br />Between Trendwest Resorts, Inc. and Kittitas County) are recommended for approval subject to <br />the Conditions set forth below. The Conditions identified herein are based on the proposed MPR <br />master plan and design identified in the Final EIS, and probable significant adverse <br />environmental impacts and mitigation measures identified in the Draft and Final E!Ss. Pursuant <br />to the authority provided by WAC 197-ll-655(3)(b). additional conditions based on the <br />foregoing findings and conclusions are also identified. <br />(b) The County shall review any proposed changes to the MPR in terms of their consistency <br />\Vith the significant impacts and mitigation measures identified in the EIS. As warranted, the <br />County may require supplemental environmental review. and may impose appropriate mitigation <br />measures, if it determines. in its sole discretion. that such additional review and/or mitigation is <br />required by SEPA. <br />(c) The Conditions set forth below include numerous references to federal, state and county Jaws. <br />rules. regulations, official policies, standards and specifications applicable to the development of <br />MountainStar. All such references herein shall be governed by and construed in accordance with <br />the vesting and Applicable Law provisions set forth in Sections 4.1(a) and 4.1(c) of the <br />Development Agreement. <br />A. MASTER PLAN~~D RESORT CONCEPTUAL MASTER PLAN/LAND USE. <br />The EIS discusses adverse impacts to land and shoreline use. and the relationship of the proposal <br />to relevant Growth Management Act and Comprehensive Plan policies relating to Master <br />Planned Resorts, and identifies mitigation measures that should be implemented. Pursuant to <br />Kittitas County SEPA Ordinance Section 15.04.200(d), the policies in Comprehensive Plan <br />Section 2.4, Shoreline Master Program goals, policies, usc regulations and environment <br />designations, and KCC 17 A, the following mitigation measures will be required. <br />A-1 The MountainStar Resort Conceptual Master Plan (Exhibit 8 to the Development <br />Agreement) shall be used to indicate the types. general layout and densities of uses within the <br />MPR. The MPR will be developed in phases, each of which may contain one or more subphases. <br />Development applications for phases or subphases shall be measured against the land uses <br />indicated on the Conceptual Master Plan. Proposed changes to the Conceptual Master Plan shall <br />foJlo·w the procedures identified in the Development Agreement. All land uses shall be <br />1 Suncadia LLC, a Delaware limited liability company, is the successor in interest to Trendwest Resorts, Inc. and <br />Trendwest Investments, Inc .• and the name of the resort has been changed from ''l'vlountainStar Master Planned <br />Resort·· to ''Suncadia Master Planned Resort."
