Plan; (d) Rezone: and (e) ordinance to process MountainStar as a ''Planned Action" under SEPA <br />(the ''Planned Action Ordinance''). <br />9. Beginning on July 5. 2000. the BOCC and the County's Planning <br />Commission jointly conducted a series of public hearings regarding Trendwest's MPR <br />Application. the MountainStar Subarea Plan. the Rezone, the proposed Planned Action <br />Ordinance. and the adoption of this Agreement as required by RCW 36.70B.200. EIS appeal <br />hearings were conducted before the BOCC as detailed Recital 1(7) above. Consolidated public <br />hearings were conducted by the BOCC and the Planning Commission on July 12. July 13. July <br />17. July 20. July 24. and August 8, 2000. The Planning Commission conducted public meetings <br />in connection with the foregoing on August 21 and August 22, 2000. The Planning Commission <br />issued its written Recommendation and Findings of fact at a public meeting on August 28, 2000. <br />The Planning Commission recommended that the BOCC approve the Master Planned Resort <br />Zoning District MountainStar Subarea Plan and Rezone. The Planning Commission also <br />recommended: (a) approval of an MPR Project Development Permit for the Mountain Star <br />Conceptual Master Plan, subject to the conditions recommended by the Planning Commission <br />(the "MountainStar MPR Conditions''); (b) adoption of the proposed Planned Action Ordinance <br />for MountainStar: and (c) adoption of this Agreement. <br />10. The BOCC formally accepted receipt of the Planning Commission's <br />Recommendation and Findings of Fact at a public meeting on August 29, :woo. On September <br />18 and 20, 2000, the BOCC held continued public hearings to consider the Planning <br />Commission's recommendations regarding the Master Planned Resort Zoning District, <br />Trendwesfs MPR Application, the MountainStar Subarea Plan, the Rezone. and the Planned <br />Action Ordinance.
