Recommendation that Kittitas County consult with CCT, DAHP, and other affected Tribes in <br />regards to revisions to the Suncadia MPR Conditions of Approval. <br />8/27/2021 - Request for additional infromation in regards to ALL proposed connections, so that DOH - ODW can <br />confirm sufficient water capacity. On August 27, 2021 an email was sent to the applicant requesting the additional <br />information. On August 27, 2021 Lathan Wedin submitted additional information on water and sewer availability <br />for suncadia. September 7, 2021 - DOH responded to additional information stating that the resonse did not <br />identify or enumerate the total number of new connections. DOH stated Suncadia needed to include all new <br />approved and applied for applications within Suncadia that may not currenlty be actively connected but are <br />included in the total number of approved. <br />DAHP agrees with the comments submitted by Aren Orsen of the Collville Tribe, subsurface testing of the entire <br />project site is including a report meeting DAHP's Standards for Cultural Resource Reporting accopany the survey, <br />Any work located within the boundary of 45KT1363 is required to have a site alteration permit from DAHP, and <br />recommendation that anyhistorical building or structures located within the project area be evaluated for <br />eligibiltiy with the National Register of Historic Places on Historic Property Inventory (HPI) forms. <br />Timing of Improvements - Required Infrastructure and Utilities must be completed or bonded for prior to final plat <br />approval, New Private Road name applications need to be completed prior to final approval, addressing permits <br />are required prior to obtaining a building permit, Civil Plans to be submitted and approved prior to final plat, The <br />following are additionally required prior to final plat approval: Provide a unit inventory of constructed units and <br />available lots for construction for evaluation of shuttle service, Provide a an accounting of traffic monitoring, <br />provide an inventory of of equivalent residential units, or the accounting method utilized in the water system <br />plan, provide an inventory of equivalent residential units, or the accounting method utilized in the general sewer <br />plan. <br />If there is a potential for potential stormwater discharge from construction site, the NPDES Construction <br />Stormwater General Permit from WSDOE is required. The permit requires that the SEPA checklist fully disclose <br />anticipated activities including builidng, road construction and utility placements. <br />Raw Wastewater collection by means of onsite gravity sewer to the existing gravity sewer in Tumble Creek Drive <br />must adhere to the standards set by both the Washington Administrative Code, and Kittitas County Code, The <br />proposed Group A community water system must have final approval of the Washington State Department of <br />Health - Division of Drinking Water and the applicant must prove legal and physical availability of water for all new <br />uses of water on proposed lots, Request for additional information in regards to the raw wastewater being <br />conveyed from gravity septic to an existing system in Tumble Creek, Request for documentation from Suncadia <br />stating they can serve the proposed 80 new, single-family residences as well as meeting the requirement of the <br />Washington State Department of Health and provide necessary documentation to maintian green operating <br />permit status, <br />LP-21-00002 Suncadia Phase 3 Div 17 Tumble Creek Comment Matrix <br />Index #28
