MONDAY <br />KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />In -Person and Webex <br />Regular Meeting <br />1:30 PM <br />October 11, 2021 <br />Board members present: Chairman Brett Wachsmith, Vice -Chairman Laura <br />Osiadacz, and Commissioner Cory Wright <br />Others In -Person: Mark Cook, Arden Thomas, Rebecca Cruse, Public <br />Works; Dan Carlson, Community Development Services; Amy Cziske, <br />Treasurer. <br />Others Virtual: Candie Leader, Public Works; Mandy Buchholz, <br />Commissioner's Office; Neil Caulkins, Prosecuting Attorney's Office; <br />Two 2) Members of the Public. <br />At 1:30 pm Chairman Brett Wachsmith opened the Public Works Study <br />Session. <br />2021 ANNUAL REPORT FOR THE 2019 KITTITAS COUNTY MULTI -JURISDICTIONAL <br />HAZARD MITIGATION PLAN <br />Arden Thomas briefed the Board of County Commissioners on the <br />progress of implementing the Multi -Jurisdictional Hazard Mitigation <br />Plan. Arden Thomas stated that highlights include land acquisitions, <br />multiple stream monitors for flow, upgrades to Snoqualmie Pass <br />Utility District wastewater treatment and the planning phase of an <br />additional reservoir. <br />At 1:40 pm the Board announced they would recess in Executive Session <br />for 10 minutes with Mark Cook, and Amy Cziske and Neil Caulkins per <br />RCW 42.30.110 (b) To consider the selection of a site or the <br />acquisition of real estate by lease or purchase when public knowledge <br />regarding such consideration would cause a likelihood of increased <br />price. <br />At 1:50pm the Board, Mark Cook, and Amy Cziske and Neil Caulkins <br />reconvened out of Executive Session. Direction to staff was given to <br />prepare warrant for full amount of earnest money for contractual <br />purchase of property. <br />At 1:51 pm the Board entered into Executive Session with Mark Cook, <br />Dan Carlson, and Neil Caulkins for 15 minutes - RCW 42.30.140 To <br />consider Collective bargaining sessions with employee organizations, <br />including contract negotiations, grievance meetings, and discussions <br />relating to the interpretation or application of a labor agreement; <br />or (b) that portion of a meeting during which the governing body is <br />planning or adopting the strategy or position to be taken by the <br />governing body during the course of any collective bargaining, <br />2021-10-11 Minutes <br />
