<br />2021-08-09 MINUTES 1 <br /> <br />KITTITAS COUNTY <br />AIRPORT STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br /> <br />MONDAY 11:00 AM September 13, 2021 <br />Board members present: Chair Brett Wachsmith, Commissioner Laura Osiadacz, and <br />Commissioner Cory Wright <br />Others: Ken Grannan and David Welz <br />Meeting Call to Oder: Chair Brett Wachsmith 11:00AM <br />Request to Bid: <br /> Director Grannan reported the Airport’s intent to bring the Agricultural Lands to bid at <br />the next regular BoCC meeting. Bids should open up on 9/21/2021 and close at 1600 on <br />10/8/2021. Special instructions will be issued to prevent any potential unfair bidding practices. <br />Only one bid will be accepted per ranch, per parcel. <br />Commissioners Wachsmith and Osiadacz recommended use the Secretary of State <br />databases to ensure only one vote is originating per ranch. Commissioner Osiadacz further <br />recommended Director Grannan speak to the Prosecutor about including language in the lease to <br />void the agreement in the event that malfeasance is discovered in the bidding process. <br /> <br />Budget Requests: <br /> Director Grannan expressed the need for additional funds in the budgeting process. With <br />the requirement of the Airport Department to manage more of the Agricultural Lands, more <br />capital equipment will need to be purchased. Director Grannan further expressed the need for <br />funds to mitigate the Ellensburg Pallet Company site and to remove old foundations spread <br />throughout the business park. <br /> Director Grannan requested the continued use of Admission Tax funds to pay for the <br />Administrative Assistant position at the Airport. Commissioners Wachsmith and Osiadacz <br />discussed the need to review Admission Tax funds as whole, with new funds being awarded to <br />the Public Health Department. <br /> Commissioner Wright inquired on the potential of the Airport to purchase/build a <br />maintenance shop and the EBDA building. Director Grannan reported the need to purchase/build <br />a maintenance shop is potentially curtailed due to potential private investment on the Airport. He <br />also reported a lack of response on the part of EBDA concerning the potential sale of the <br />building on Lot C-1A. <br /> <br />AAC – Economic Subcommittee: <br /> Director Grannan provided an update and expressed his gratitude for the work being done <br />by the Airport Advisory Committee’s Economic Development Subcommittee. With current <br />zoning requirements some of the items being brought up by the subcommittee will need to be <br />tabled until the Interlocal Agreement between the City of Ellensburg and Kittitas County is <br />completed.
