9/13/2021 MINUTES 2 <br /> <br />APPOINTMENT SOLTZ - WCB COMMISSIONERS <br /> <br />Commissioner Osiadacz moved to approve the appointment of Roberta <br />Soltz to the Kittitas County Water Conservancy Board for a 6-year <br />term effective immediately and expiring on December 31, 2023. <br />Commissioner Wright seconded. Motion carried 3-0. <br /> <br />AGREEMENT PHIL BACKLUND COMMISSIONERS <br /> <br />Commissioner Osiadacz moved to approve and authorize Board signature <br />on a Personal Services Agreement between Kittitas County & Phil <br />Backlund, as presented. Commissioner Wright seconded. Motion carried <br />3-0. (Commissioner Wright authorized the Clerk of the Board to sign <br />on his behalf so staff could process in a timely manner). <br /> <br />UPDATE COMMUNICATIONS DIRECTOR COMMISSIONERS <br /> <br />Carly Brettmann, Communications Director provided updates and <br />received recommendations from the Board on what they felt was a <br />priority focus for her. The Board discussed Facebook posts for the <br />week they wanted to be published. <br /> <br />UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS <br /> <br />Each Commissioner was assigned three different Department Heads to <br />meet with on a weekly basis. The assignments for 2021 were <br />determined at the Board of County Commissioners Office Admin meeting <br />on 1-11-2021. <br /> <br />Each Commissioner reviewed discussions held with their respective <br />departments and exchanged details of those meetings. <br /> <br />EXECUTIVE SESSION COMMISSIONERS <br /> <br />At 9:57 a.m. Chairman Wachsmith announced the Board would recess <br />into Executive Session with just the Board of County Commissioners <br />for 10 minutes, to evaluate the qualifications of an applicant for <br />public employment or to review the performance of a public employee. <br />However, subject to RCW 42.30.140(4), discussion by a governing body <br />of salaries, wages, and other conditions of employment to be <br />generally applied within the agency shall occur in a meeting open to <br />the public, and when a governing body elects to take final action <br />hiring, setting the salary of an individual employee or class of <br />employees, or discharging or disciplining an employee, that action <br />shall be taken in a meeting open to the public. No action <br />anticipated. <br /> <br />At 10:00 a.m. the Board reconvened out of Executive Session. No <br />action taken.
