09/07/2021 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AUDITORIUM/WEBEX SPECIAL MEETING <br /> TUESDAY 2:00 P.M. SEPTEMBER 7, 2021 <br />Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura <br />Osiadacz; and Commissioner Cory Wright (Webex). <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Patti Johnson, Solid <br />Waste Director/Project Manager/Interim Maintenance Director; Ken <br />Grannan, Airport Director; Mandy Buchholz, Administrative <br />Supervisor; David Welz, Administrative Assistant; 2 members of the <br />public. <br /> <br />Per Governor Inslee’s Proclamation 20-28 et seq., the public was <br />encouraged to join the meeting virtually or in person. <br /> PUBLIC HEARING REVISE GRAZING LEASES AIRPORT <br />At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing continued <br />from August 3, 2021, to consider revised Grazing Leases at Bowers <br />Field. He noted the record was open. <br /> KEN GRANNAN, AIRPORT DIRECTOR requested approval of a Resolution <br />approving the agricultural leases. He reviewed changes on the <br />proposed leases since the previous Public Hearing. He said the FAA <br />asked for them to move forward with a wildlife hazard assessment, <br />despite there being any issues and the FAA agreed to assist with <br />that process. He mentioned that the agriculture lands will be <br />modified to accommodate the development of Flood Mitigation which is <br />scheduled for construction in 2023 and 2024. Some of those leases <br />will be affected by the elimination of the KRD water and useable <br />area due to wetland mitigation and aviation safety. The Airport <br />Advisory Committee supported the approval of the new Ag Leases with <br />the inclusion of the grazing management program for individual <br />tracts as noted in Exhibits B & C. <br /> THOSE REQUESTING TO TESTIFY: VICTOR STRAND felt Tract 1 would end up <br />being treated like a piece of dry land and was concerned it would <br />end up as a large weed patch and fire hazard. He felt it should be <br />grazed normally. He questioned what the difference was between <br />grazing and mowing. LINDA STRAND questioned how the County would go <br />about the bidding process. She felt there was a more of a fair way <br />of doing it than how it was done in the prior years. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. <br /> <br />
