in June of this year gave us a glimpse into impacts resulting from inability to supply
livestock with water. Some small group domestic groundwater systems in other parts of
the state have gone dry this summer. It might be prudent to begin policy development
concerning how the County might make its water bank available supporting users beyond
irrigators. A less than normal snowpack in 2021/2022 winter could have significant
adverse impacts on Kittitas County agriculture. It is likely that Water Bank access will
mandate a level of Washington State Department of Ecology review. Staff believes it is
prudent to begin policy development in fall allowing sufficient review time by Ecology
staff ahead of spring 2022.
FISCAL IMPACTS:
Undetermined at this time.
ATTACHMENTS:
Exhibit 1: NOAA Drought Outlook Summary August 11, 2021
Page 2 of 3
Public Works "Work Session Staff Report", 202I
