Cook <br />RECOMMENDATION: <br />Direct staff on the suitability of interlocal agreement adoption concerning connector roads. <br />BRIEFING SUMMARY: <br />• Kittitas County and the City of Ellensburg are contemplating an interlocal agreement <br />for Urban Growth Area (UGA) management. <br />• The City's connector road proposal will impact County residents (EXHIBIT 1). <br />• Staff has taken the "cartoon" from the city and forecast impacts on County resident <br />parcels. <br />BACKGROUND: <br />Recent discussions with City of Ellensburg staff verify the adoption of the City's connector <br />road proposal contained in their transportation element of their comprehensive plan — will be <br />required with adoption of an interlocal (ILA) for UGA management. Staff has prepared <br />exhibits resolving the City's "cartoons" (rough layout of proposed roads) to actual County <br />tax parcels (EXHIBIT 2). Staff has highlighted the larger parcels for Board consideration <br />(EXHIBIT 3). <br />DISCUSSION: <br />Adopting an interlocal agreement with the City for UGA management will require adoption <br />of the City's "connector roads" proposal. The proposal calls for the extension of exiting City <br />streets into the UGA. Knowing the probable impacts on development lands in the UGA, staff <br />has prepared maps depicting impacts on County UGA parcels.
