Municipal Research and Services Center (MRSC) of Washington provides the following
summary at their website:
"RCW 46.63.170 authorizes cities and counties in Washington State to use automated traffic
safety cameras in limited situations. The cameras may only be used to detect stoplight
violations (red light cameras), railroad crossing violations, and/or school zone speed
violations."
Data from MRSC's website is provided as EXHIBIT 2.
As currently written, population thresholds appear to limit small rural counties access to
the pilot program. There are also numerous significant hurdles County faces in amending
RCW 46.63.170 allowing for speed camera use. The legislation focuses on intersection
"red light" running far more than speeding. It might be time to solicit various
stakeholders defining the appetite for State Legislative lobbying efforts.
FISCAL IMPACTS:
None identified at this time.
ATTACHMENTS:
Exhibit 1: Revised Code of Washington 46.63.170
Exhibit 2: MRSC Website Information
Public Works "Work Session Staff Report", 2021
