KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: August 9, 2021 <br />TOPIC: Flood Control Zone District Advisory Committee <br />Recommended 2022 Budget <br />ACTION REQUESTED: Direction to staff <br />LEAD STAFF: <br />Mark Cook <br />RECOMMENDATION: <br />Direct staff on whether to include costs associated with Lick Creek private bridge <br />replacements in the 2021 Flood Control Zone District Budget. <br />BRIEFING SUMMARY: <br />• A core function of the Flood Control Zone District Advisory Committee is to <br />recommend an annual budget and six-year Capital Improvement Plan to the Board <br />of County Commissioners each year. <br />• At the May 26, 2021 meeting, the Flood Control Zone District Advisory <br />Committee evaluated the Lick Creek Fish Barrier Removal Project and <br />unanimously recommended that the County not fund the proposed project. <br />• The 2021 annual budget that staff prepared for Advisory Committee action <br />included project costs associated with the Lick Creek project at the direction of <br />the Board of County Commissioners. During their July meeting, the Advisory <br />Committee motioned to remove this project from the 2022 budget and 6 -year <br />Capital Improvement Plan. <br />• Since the Advisory Committee recommended a budget with the Lick Creek <br />project removed, District staff requires board direction for the 2022 budget <br />process. <br />• Several options are presented by staff for Board consideration. <br />BACKGROUND: <br />The Flood Control Zone District Advisory Committee ("Advisory Committee") was <br />formed by Resolution No. 2017-183 so that Flood Control Zone District ("District") rate <br />payers would prioritize District projects. Each project included in the District's work plan <br />has been evaluated by the Advisory Committee.
