KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: August 9, 2021
TOPIC: Flood Control Zone District Advisory Committee
Recommended 2022 Budget
ACTION REQUESTED: Direction to staff
LEAD STAFF:
Mark Cook
RECOMMENDATION:
Direct staff on whether to include costs associated with Lick Creek private bridge
replacements in the 2021 Flood Control Zone District Budget.
BRIEFING SUMMARY:
• A core function of the Flood Control Zone District Advisory Committee is to
recommend an annual budget and six-year Capital Improvement Plan to the Board
of County Commissioners each year.
• At the May 26, 2021 meeting, the Flood Control Zone District Advisory
Committee evaluated the Lick Creek Fish Barrier Removal Project and
unanimously recommended that the County not fund the proposed project.
• The 2021 annual budget that staff prepared for Advisory Committee action
included project costs associated with the Lick Creek project at the direction of
the Board of County Commissioners. During their July meeting, the Advisory
Committee motioned to remove this project from the 2022 budget and 6 -year
Capital Improvement Plan.
• Since the Advisory Committee recommended a budget with the Lick Creek
project removed, District staff requires board direction for the 2022 budget
process.
• Several options are presented by staff for Board consideration.
BACKGROUND:
The Flood Control Zone District Advisory Committee ("Advisory Committee") was
formed by Resolution No. 2017-183 so that Flood Control Zone District ("District") rate
payers would prioritize District projects. Each project included in the District's work plan
has been evaluated by the Advisory Committee. The Advisory Committee recommends
an annual budget and six-year Capital Improvement Plan to the Board of County
Commissioners each year.
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
