KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />STAFF REPORT <br />HEARING DATE: August 17, 2021 <br />ACTION REQUESTED: Approve Amending Kittitas County Code Chapter 14.08 <br />BACKGROUND: The National Flood Insurance Program benefits County <br />residents by enabling residents with homes at flood risk to <br />receive a federally backed mortgage and receive disaster <br />assistance. Program participation also makes federal flood <br />insurance available in our community. To participate in this <br />program, Kittitas County must have a floodplain <br />management ordinance that meets minimum federal and <br />state criteria and must adopt and utilize floodplain hazard <br />maps provided by FEMA. <br />Staff from FEMA, the Department of Ecology, and the <br />Community Rating System have reviewed our ordinance <br />and provided required and suggested code revisions. <br />Proposed code revisions were presented at the July 27, <br />2020 and June 28, 2021 Public Works Study Sessions. <br />To remain in the National Flood Insurance Program, <br />Kittitas County must update Kittitas County Code Chapter <br />14.08 by September 24, 2021, so that it meets minimum <br />federal and state standards, and must also adopt and utilize <br />floodplain hazard maps provided by FEMA. <br />Public Works provided an extended notice period, with <br />public notice provided weekly over a month in the North <br />Kittitas County Tribune and issued a separate press release. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Approve enabling documents adopting recommended <br />Kittitas County Code Chapter 14.08 amendments. <br />HANDLING: Return one original to Public Works. <br />ATTACEMUNTS: Ordinance with red line code revisions; clean version <br />incorporating code revisions. <br />
