'fhis awzu'd is based <br />on the jurisdiction's CDBC-CVI application for activities to prevent, pr'epar€ for, and respond to <br />coronavints in partnership with lt-rcal service prcviders for the CDBG-CVI consol'tium area. <br />Prior to grant contract execution, this letter allows you to begin inctrrring costs not to exceed ten <br />percent of your award as of March 27,2020, for only the lbllowing activities: <br />r Adrninistration including docunented staffilg, travel and training. Ple-application costs, such as public hearing notices and documented staffing and time <br />for the CDBG-CVl consortium building and application <br />" Review of environmental laws and autholities, including Section 106 of the National <br />I-Iistolic preselation Act of 1996 <br />r Preliminary engineering design wotk anci consultations needed for the environmental <br />review <br />. Sttbrecipient agreements or professional service contlacts for any ofthe above activities <br />A CDBG subrecipient agteement, for use if you pass these funds through to a servioe provider to <br />implement the grant, is availabie in Seotion l8 of the CDBG Management Handbook, which is <br />available electronically at www.comnerce,wa.gov/cdbg and helg. <br />CDBG pl'ocurernent requirements rnust be tbllowed belbre hiring prolbssional servioes or <br />contmctors to be fi.mded by this CDBG award, 'I'hese requirements are in Sections 5 and 7 of the <br />CDBG Management Handbook. <br />CDBG-specific complianc€ with the National Environmental Policy Act (I.trUPA) must be <br />completed before any construction bid advprlising or plopefiy acquisition activity can occur'. <br />These plocedures are described in Section 6 of the CDBG Management Handbook.
