PROHIETTTO=N qN C_EBJAIN FUNDS TBANSFERS The Grantee that directly or indirectly recaives CDBG-CV funds may not sell, lrade, or othenrise lransfer all or any such potion of such funds to another such entlty in exchange for any other funds, credits or non-Federal consideralion, but must use such funds for activities eliglble under title I of the HCD Act or permitted by waiver and alternative requirements that apply to the use of CDBG-CV funds. 15. SUBCONTRACTOR DATA COLLEGTION Grantee will submit reports, in a form and format to be provided by Commerce and at intervals as agreed by the parties, regarding work under lhis Grant performed by subcontractors and the portion of funds expended for work perbrmed by subcontractors, including but not necessarily limited to minority- owned, woman-owned, and veteran-owned business subcontraclorc. 'Subcontractors" shall mean subcontractors of any tier, 16. SUBCONTRACTS FOR ENGTNEERil{G S_E_8VI9ES Engineering firms must certity that they are authorized to do business in the state of Washington and are in full compliance with the requiremenls of the Board of Professional Registration. The Grantee shall require lhat engineering services providers be covered by errors and omissions insurance. The engineering lirm shall maintain minimum limits of no less than $1 ,000,000 per occurrence to cover all activities by the engineering firm and licsnsed staff employed or under contract to the engineering firm, The state of Washington, its agents, officers, and employees need not be named as additional insureds under this policy. 17. ORDEROF PRECEDENCE ln lhe evenl of an inconsistency in lhis Grant, the inconsistency shall be resolved by giving precedence in the following order: .
