The District refutes
many of the assertions in the ERLC letter regarding the posture of the ongoing discussions on
mitigation payments. As a result, the District is compelled to correct facts in the record before
the Board of Commissioners. ln the District's view, it appears that ERLC is simply trying to drive
its Project foni'rrard, after exchange of only a few letters, and without actually considering the
impacts the Project has on the District and fire and emergency response services to the broader
community.
The last communication proposing mitigation came from the District in a letter dated June 25,
2021 , to which ERLC has not responded. The District's June 25, 2021 , offer of mitigation terms
included the following terms:
. ERLC pay Eight Hundred Seventy-Five Dollars ($875.00) per residential unit
(The definition of a unit is a single-family residential structure, garage or shop
with living quarters or home, a duplex is 2 units, and a triplex is 3 units).
ERLC pay Fifty Cents ($0.S0) per square foot of commercial and industrial
occupied space. (The definition of an occupied space would include RV storage
units, recreational, campground or park buildings, and other structures inclusive
of storage spaces).
a
1 For the purposes of this letter, the reference to ERLC refers to the applicant or proponent at any stage
of the Project.
1500 Railroad Avenue
Bellingham, WA 9A225
pl 360.671.1796
ft 360.671.3781
