Kittitas Counry Fire District #3 <br />May 24,2021 <br />Page f 4 <br />proposal. The applicant shall contact the Kittitas County Fire District #3 todetermine appropriate mitigation measures. Mitigation measures shall be includedin the development agreement. <br />This was 2018, seven years after the FEIS. In your March 12,2021 letter, ERLC was informed"the Distr-ict has begun to undertake its assessments related to the mitigation necessary-. This isyears too late' As required by the County commissioners, ERLC has contacted the Fire District todetermine what the District's needs are, and ERLC will piopose to include the followiffieasures <br />as a result of the District's identified needs, the data available in the FEIS, and the ordlnance. <br />Ordinance 201 8-006, I1.7.2: <br />Mitigation measures are listed in the FEIS. They include: <br />I1.7.2.1 Avoid residential lots in the steep forested portion of the site. <br />I I '7 '2.2 Provide secondary access via bridge over Yakima River or from the norlhand connecting to Silver Creek Road. <br />I I .7.2.3 Maintain road grades no greater than l0%. <br />11.7.2.4 Support a single station to co-locate facilities by providing a site andcontribute plopoftional share to fund a new fire truck. <br />I L7.2.5 Built irr fire suppression. <br />11.7.2'6 Requile non-combustible areas imrnediately adjacent to buildings, andreduce and irrigate vegetation in the 30- to SO-foot ciicum-ference of buildirigi. <br />I1.7.2.7 Public fire safety education. <br />ll '7.2'8 Hospital District: A cornbination of regular levies and capital facility levieswould be required; project contribution to a iharc of equipment costs would berequired. <br />11.7.2.8 Fire District: Additional equipment would likely requirc voter approved <br />levies. <br />These are all possible measures, or a combination thereof. The District's concerns point to a needfor a new facility, closer to Marian Meadows (limited project access, snow-train-truck blockages).In March 202l,the District specifically asserted the need for "a new station on the north sideof I-90'" ERLC's offer of land is geniine and entirely appropriate under these circumstances. <br />FlL9 proposes to give the District Kittitas ParcelNo. giea6+,which is directly adjacent to Marian <br />\ae{.ow1. This parcelhas an assessed value of $89,280. At 3.21 acres, it is certainty adeluate forthe District's needs. There is at least one acre of developabte space outside any criticalareas. Thiswould be in addition to the $250 mitigation paymenr ttrat Enl'c has already proposed. <br />As noted above, additional equipment will require voter approved levies.
