Sitkin <br />AT'ORtIEY <br />el jsitkinOchmelik.comrl:i)rNt\. ).T t^lv <br />With regard to fire sprinkler suppression systems, issues regarding the inspection and <br />maintenance of fire suppression sprinkler systems in residences are not fully addressed. Firesuppression sprinkler systems for commercial structures may be regularly inspected by the localFire Marshal, but not for residenlial structures. Part of the proposeO agreement wiil require ahomeowner's obligation to maintain lhe system and regulated conseni to annual inspections bythe local Fire Marshal or District. <br />The offer of land is generally not of value unless il is in a strategic localion and capable of <br />development without extraordinary regulatory processes (critical areas mitigation, etc.). Thus, ingeneral, land donations are a non-starter in terms of discussion of mitigation. ln terms of landacquisition, is a far more straightforward, strategic, and manageable approach for the District toidentify its desired location and negoliate a purchase or use its powers of eminent domain.Further, of far greater utility to mitigate the impacts of the Marian Meadows development is <br />mitigation funding for capital facitities. <br />Again, the District would agree to a mitigation fee payment schedule as follows: <br />' $1,750 per residential unit (The definition of a unit is a single-family residenual <br />strucrure or home, a duprex is 2 units, and a triplex is 3 units) <br />' $0.60 (Sixty cents) per sguare foot of commercial and industrial occupied space <br />(The definition of an occupied space would include RV rental and stoiage <br />spaces). <br />As noted in our prior letter, the mitigation fees would be paid in full to the Distric.t prior to buildingpermit issuance, which can be at the time of building permit issuance, but not afier issuance of abuilding permit' The District would, of course, provide for the funds to be held and expended <br />consistent with RCW 82.02.A20.
