CHMELIK SITKIN & OAVIS..: <br />current engine to carry longer ladders permitting access to the Project's taller structures for <br />rescue and emergency medical response purposes. <br />The District has aging apparatuses, some of which are at the end of their viable term and would <br />affect the insurance Public Protection Class Ratings for the Project. The District would need to <br />make plans to acquire a replacement apparatus in the future, only to be accelerated by the <br />demands of the Project due to wear on the apparatus and the timing of a replacement. A new <br />trucUfire structure engine, plus a new wildlands engine will be required to adequately protect <br />current residents and maintain present levels of service, while absorbing the Project and the <br />demands on service it will cause.10 This apparatus will be available to respond to emergencies <br />within the Project. Both new apparatuses willcost approximately Seven Hundred Thousand <br />Dollars ($700,000.00) for each unit. These costs total approximately One Million Four Hundred <br />Thousand Dollars ($1,400,000.00) and would not be feasible without a voter approved measure <br />that would be assessed on current and future property owners. ln addition, the District is <br />mandated to replace gear based on expiration protocols and would need to acquire new gear <br />for additional volunteers. The District does not expect ERLC to pay the full costs of new <br />engines and outfitting the engines and new gear; nor does the District expect ERLC to pay for <br />full-time paid staff that would realistically be part of a comprehensive solution to service new <br />developments within the District, such as the Project. <br />Since ERLC only engaged with the District in these discussions earlier this year, the District has <br />not had time, or the resources, to complete a full detailed impact analysis of the Project. <br />However, based on the information gathered to date, and ERLC's timing demands, the District <br />feels confident that the proposed mitigation measures in this letter will appropriately mitigate the <br />Project's impacts.
