DepartmentofJusticeOfficeofJusticeProgramsOfficeofJuvenileJusticeandDelinquencyPreventionWashington,D.C.20531MemorandumTo:OfficialGrantFileFrom:LouAnnHolland,ProgramManagerSubject:CategoricalExclusionforSeattlePoliceDepartmentThisawardismadeaspartoftheInternetCrimesAgainstChildrenTaskForceProgram.AwardsunderthisprogramwillbeusedtosupportStateandlocallawenforcementagenciestomaintainandexpandStateandregionaltaskforcestoaddresstechnology-facilitatedchildexploitation.Noneofthefollowingactivitieswillbeconductedeitherunderthisawardorarelatedthirdpartyaction:1)Newconstruction;2)Anyrenovationorremodelingofapropertylocatedinanenvironmentallyorhistoricallysensitivearea,includingproperty(a)listedonoreligibleforlistingontheNationalRegisterofHistoricPlaces,or(b)locatedwithina100-yearfloodplain,awetland,orhabitatforanendangeredspecies;3)Arenovationwhichwillchangethebasicprioruseofafacilityorsignificantlychangeitssize;4)Researchandtechnologywhoseanticipatedandfutureapplicationcouldbeexpectedtohaveaneffectontheenvironment;or5)Implementationofaprograminvolvingtheuseofchemicals,otherthanchemicalsthatare(a)purchasedasanincidentalcomponentofafundedactivityand(b)traditionallyused,forexample,inoffice,household,recreational,oreducationenvironments.Additionally,theproposedactionisneitheraphasenorasegmentofaprojectwhichwhenreviewedinitsentiretywouldnotmeetthecriteriaforacategoricalexclusion.Consequently,thesubjectfederalactionmeetsOJP'scriteriaforacategoricalexclusionascontainedinparagraph4(b)ofAppendixDtoPart61ofTitle28oftheCodeofFederalRegulations.
