Cook, Director <br />RE: REET 2 <br />The following summarizes my understanding of imposing REST 2 in Kittitas County. <br />The County qualifies for REET 2 as a GMA county with a population growth rate <br />exceeding twenty (20) percent in a ten-year period (1990-2000); and a fifty-seven (57) <br />percent increase in population over the past 29 years. <br />• RCW 36.70A.040 stipulates mandatory GMA planning even though the County <br />voluntarily elected to plan under GMA originally (PA request is pending). REET 2 may <br />then be implemented by the Board without an election. <br />2019 REET 1 generated $1.1 million in revenue — REET 2 would double the revenue. <br />Revenues generated by the tax may be used solely for financing capital projects <br />specified within an adopted capital facilities plan. <br />RCW 82.46.015 authorizes limited use of REET 2 revenues for maintenance activities <br />with the imposition of mandatory reporting requirements. Further discussion is provided <br />at RCW 82.46.037. <br />Public Works identifies use of REET 2 within the 20 -year Transportation Plan's financial section <br />as a means of funding the deferred maintenance of $100 million in road and bridge <br />improvements. <br />REET 2 appears to be a valid financing strategy for recreational capital improvements that <br />reside in the County's Capital Facility Plan and, under certain conditions, be available for use in <br />ongoing recreational maintenance activities. <br />Attachment: <br />RCW 82.46 <br />REET 2 Exert from MRSC Funding Guide for Counties <br />411 N.
