Cook <br />RECOMMENDATION: <br />Direct staff prepare enabling documents extending the current interlocal agreement with <br />Grant PUD to August 22, 2022. <br />BRIEFING SUMMARY: <br />• The current Vantage Boat Ramp interlocal agreement with Grant PUD ends on <br />August 22, 2021. <br />• Grant PUD and the County desire extending the interlocal agreement one year to <br />August 22, 2022. <br />• The time extension allows completion of two key items: restroom ownership <br />transfer and construction of additional gravel parking supporting boat ramp <br />operations. <br />BACKGROUND: <br />Kittitas County Public Works currently owns and operates a flush toilet restroom facility <br />on Grant PUD project land (Federal Energy Regulatory Commission) at the Vantage Boat <br />Ramp. The restroom location requires a land -use agreement by both parties (GPUD <br />Freeboard Permit No. 38). This agreement is in place through December 31, 2030. The <br />current interlocal agreement for shared operations and maintenance of the facility expires <br />August 22, 2021. Grant PUD and Public Works desire determining the feasibility of <br />transferring restroom ownership and operations and maintenance to Grant and <br />construction of overflow gravel parking at the boat ramp by the County <br />DISCUSSION: <br />The proposed actions transferring ownership and operations and maintenance of the <br />restroom facility, and constructing additional parking are both beneficial to <br />recreationalists. Details supporting both actions will likely take time to finalize that will <br />extend beyond August 22, 2021. Extending the current interlocal one year allows <br />sufficient time to determine the feasibility of the two actions.
