KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: July 12, 2021
TOPIC: Interlocal Agreement with Grant PUD
ACTION REQUESTED: Direct staff prepare enabling documents
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct staff prepare enabling documents extending the current interlocal agreement with
Grant PUD to August 22, 2022.
BRIEFING SUMMARY:
• The current Vantage Boat Ramp interlocal agreement with Grant PUD ends on
August 22, 2021.
• Grant PUD and the County desire extending the interlocal agreement one year to
August 22, 2022.
• The time extension allows completion of two key items: restroom ownership
transfer and construction of additional gravel parking supporting boat ramp
operations.
BACKGROUND:
Kittitas County Public Works currently owns and operates a flush toilet restroom facility
on Grant PUD project land (Federal Energy Regulatory Commission) at the Vantage Boat
Ramp. The restroom location requires a land -use agreement by both parties (GPUD
Freeboard Permit No. 38). This agreement is in place through December 31, 2030. The
current interlocal agreement for shared operations and maintenance of the facility expires
August 22, 2021. Grant PUD and Public Works desire determining the feasibility of
transferring restroom ownership and operations and maintenance to Grant and
construction of overflow gravel parking at the boat ramp by the County
DISCUSSION:
The proposed actions transferring ownership and operations and maintenance of the
restroom facility, and constructing additional parking are both beneficial to
recreationalists. Details supporting both actions will likely take time to finalize that will
extend beyond August 22, 2021. Extending the current interlocal one year allows
sufficient time to determine the feasibility of the two actions. If the two actions prove
feasible, and Grant and PW agree finalization of the two actions is imminent, a new
interlocal will be presented to decision makers for consideration.
Public Works "Work Session Staff Report", 2021
