KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: June 28, 2021 <br />TOPIC: Faust Road Speed Study Results <br />ACTION REQUESTED: Schedule a Public Hearing receiving the Engineer's <br />Report on the Request for Speed Reduction <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Schedule a public hearing for July 20, 2021 receiving the County Engineer's report <br />on the request for speed reduction on Faust Road (MP 0.59 to MP 0.78) <br />BRIEFING SUMMARY: <br />• Drew Sinclair requested a speed study on Faust Road (MP 0.59 to MP 0.78) on <br />(May 7, 202 1) <br />• The speed study was conducted on May 12, 2021 to May 19, 2021 <br />• Average daily traffic (ADT) of 250 vehicles with 73 trucks (29%) <br />• ADT Distribution is 53% northbound and 47% southbound <br />• 85% speed northbound at 45 Miles Per Hour (MPH) <br />• 85% speed southbound at 49 Miles Per Hour (MPH) <br />• 1 accident in the past five years with none being an injury accident <br />BACKGROUND: <br />Public Works Department received a phone call on May 7, 2021 requesting a speed <br />reduction on Faust Road. Responding to this request Public Works deployed traffic data <br />collectors May 12, 2021 and collected through May 19, 2021. The study segment on <br />Faust Road (MP 0.59 to MP 0.78) contains 29 percent truck traffic within the average <br />daily traffic distribution of vehicle size. Traffic is split 53% northbound and 47% <br />southbound. Overall 851h percentile speed at this location is 47 MPH with directional <br />speeds of 45 MPH northbound and 49 MPH southbound. <br />DISCUSSION: <br />At the southern limit of the study area is bridge number 88212. At this bridge the posted <br />speed transitions from 35 MPH south of the bridge to 50 MPH north of the bridge. A <br />vertical curve occurs south of the current posted 35 mph sign. 85d` percentile speeds <br />
