Article Ill. Administration <br />14.08.090 Development permit required. <br />A development permit shall be obtained before construction or development begins within any area <br />of special flood hazard established in KCC 14.08.040. The permit shall be for all structures including <br />manufactured homes, as set forth in definitions (KCC 14.08.020), and for all development including <br />fill and other activities, also as set forth in definitions (KCC 14.08.020). (Ord. 2001-03; Ord. 93-18 <br />4.1, 1993). <br />14.08.100 Designation of the administrator. <br />The Kittitas County Public Works direetAr Directo is appointed to administer and implement <br />this chapter by granting or denying floodplain development permit applications in accordance <br />with its provisions. The Floodplain Administrator may delegate authority to implement these <br />provisions. <br />14.08.105 Duties and Responsibilities of the Floodplain Administrator <br />Duties of the Floodplain_ Administrator shall include but not be limited to: <br />1. Interpretations of the flood insurance <br />rate maps (FIRM), and floodplain and floodway field designations. The Kittitas County Public <br />Works Department shall maintain and keep all files and related information regarding the <br />county's National Flood Insurance Program eligibility. <br />2-PubliE GFkS shall be resp„��Ffield verification of 4Fs�lowest floor elevations at the time <br />of framing inspection, and all other special construction requirements contained in this chapter. <br />2-3 Publie ` OFIES `hall also be Fespensible f9r ascertaining whether all building permits issued in <br />areas within the 100 -year floodplain comply with all of the special construction requirements of <br />this chapter. <br />3.4 <br />Th4 V:++:+,, r„ ..t . Public IAI.,.I.r n„ ,.+m ..+ ..,a Q. :l.J:R.. divisionsshallReview all <br />development permits to determine that the permit requirements of this chapter have been <br />satisfied; review all development permits to determine that all necessary permits have been <br />obtained from those federal, state, or local government agencies from which prior approval is <br />required. <br />5. Review all development permits to determine if the proposed development is located in the <br />floodway. If located in the floodway, assure that the provisions of KCC 14.08.300 are met. <br />6. Review all development permits to determine that the site is reasonably safe from flooding. <br />4.7. Notify FEMA when annexations occur in the Special Flood Hazard Area. <br />&8. Notify FEMA of changes to the base flood elevation within six months of when technical <br />information of such changes becomes available. Such notification shall include technical or <br />scientific information. <br />(Ord. 2014-015. 2014; Ord, 2007-22, 2007; Ord. 2001-03; Ord. 93-18 § 4.2, 1993) <br />14.08.110 Application for development permit. <br />Applications for a building or floodplain development permit shall be made on forms furnished by <br />Kittitas County and may include, but not be limited to, plans in duplicate drawn to scale showing the <br />nature, location, dimensions, and elevations of the area in question; existing or proposed structures, <br />fill, storage of materials, drainage facilities, and the location of the following.
