KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: June 28, 2021 TOPIC: City of Cie Elum Airport Survey ACTION REQUESTED: Waive all fees associated with performing the requested survey work. LEAD STAFF: Mark R. Cook RECOMMENDATION: Waive all fees associated with performing a survey at the City of Cle Elum municipal airport. BRIEFING SUMMARY: * City of Cie Elum desires exploring the possibility of swapping land at its municipal airport for Public Work's existing Upper County Shop on Third Street in Cie Elum. o An existing interlocal for County service authorizes survey work needed to potentially subdivide airport property. * The resulting legal lot may then be conveyed to the County supporting relocation of Search and Rescue. BACKGROUND: Recently, City and County leadership met discussing the potential land swap supporting relocation of the County Search and Rescue program as managed by the Sheriff's Office. The swap entails the transfer of the Public Works Road Maintenance Shop (3d Street in Cie Elum). A current interlocal agreement for services supports the County conducting necessary survey work supporting the land swap. DISCUSSION: Using the existing interlocal agreement allows for the work to proceed rapidly and avoids any undue claims by private survey firms opposing the County performing the work. The work is municipal in nature and appears to be in the public's best interest. As County costs further burden the land swap effort, Public Works is requesting the Board waive all fees associated with the effort. FISCAL IMPACTS: The County Surveyor will perform all work and is budgeted in the 2021 Public Works administrative budget.
