Cook <br />RECOMMENDATION: <br />Waive all fees associated with performing a survey at the City of Cle Elum municipal airport. <br />BRIEFING SUMMARY: <br />* City of Cie Elum desires exploring the possibility of swapping land at its municipal <br />airport for Public Work's existing Upper County Shop on Third Street in Cie Elum. <br />o An existing interlocal for County service authorizes survey work needed to <br />potentially subdivide airport property. <br />* The resulting legal lot may then be conveyed to the County supporting relocation of <br />Search and Rescue. <br />BACKGROUND: <br />Recently, City and County leadership met discussing the potential land swap supporting <br />relocation of the County Search and Rescue program as managed by the Sheriff's Office. <br />The swap entails the transfer of the Public Works Road Maintenance Shop (3d Street in Cie <br />Elum). A current interlocal agreement for services supports the County conducting necessary <br />survey work supporting the land swap. <br />DISCUSSION: <br />Using the existing interlocal agreement allows for the work to proceed rapidly and avoids any <br />undue claims by private survey firms opposing the County performing the work. The work is <br />municipal in nature and appears to be in the public's best interest. As County costs further <br />burden the land swap effort, Public Works is requesting the Board waive all fees associated <br />with the effort. <br />FISCAL IMPACTS: <br />The County Surveyor will perform all work and is budgeted in the 2021 Public Works <br />administrative budget. <br />ATTACHMENTS: <br />Exhibit 1: Cost reimbursement agreement with the City of Cle Elum <br />Page I of 2 <br />Public Works "Work Session Staff Report", 2021 <br />
