KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: June 28, 2021 TOPIC: Barnes Road Speed Study Results ACTION REQUESTED: Schedule a Public Hearing receiving the Engineer's Report on the Request for Speed Reduction LEAD STAFF: Joshua Fredrickson RECOMMENDATION: Schedule a public hearing for July 20, 2021 receiving the County Engineer's report on the request for speed reduction on Barnes Road (MP 0.00 to MP 0.78) BRIEFING SUMMARY: • Three property owners on Barnes Road requested a speed study on Barnes Road (MP 0.00 to MP 0.78) on May 16, 2021 • The speed study was conducted on May 19, 2021 to May 26, 2021 • Speed study completed at two locations, MP 0.22 and MP 0.56 • Location one (MP 0.22) o Average daily traffic (ADT) of 304 vehicles, with 61 trucks (20%) o ADT distribution is 52% eastbound and 48% westbound 0 85% speed at 46 Miles Per Hour (MPH) Location two (MP 0.56) o Average daily traffic (ADT) of 397 vehicles, with 96 trucks (24%) o ADT distribution is 54% eastbound and 46% westbound o 85% speed at 38 Miles Per Hour (MPH) No accidents in the past five years BACKGROUND: Responding to a request received on May 16, 2021 to reduce the posted speed on Barnes Road, Public Works deployed traffic data collectors May 19, 2021 and collected through May 26, 2021. Due to the sharp turn at the west end of Barnes Road, two study locations were included. Study segment one on Barnes Road (MP 0.22) included 20 percent truck traffic within the average daily traffic distribution of vehicle size. Traffic at this location is split 52% eastbound and 48% westbound. Overall 85a' percentile speed at this location is 46 MPH with directional speeds of 47 MPH eastbound and 45 MPH westbound.
