KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: June 28, 2021 <br />TOPIC: Barnes Road Speed Study Results <br />ACTION REQUESTED: Schedule a Public Hearing receiving the Engineer's <br />Report on the Request for Speed Reduction <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Schedule a public hearing for July 20, 2021 receiving the County Engineer's report <br />on the request for speed reduction on Barnes Road (MP 0.00 to MP 0.78) <br />BRIEFING SUMMARY: <br />• Three property owners on Barnes Road requested a speed study on Barnes Road <br />(MP 0.00 to MP 0.78) on May 16, 2021 <br />• The speed study was conducted on May 19, 2021 to May 26, 2021 <br />• Speed study completed at two locations, MP 0.22 and MP 0.56 <br />• Location one (MP 0.22) <br />o Average daily traffic (ADT) of 304 vehicles, with 61 trucks (20%) <br />o ADT distribution is 52% eastbound and 48% westbound <br />0 85% speed at 46 Miles Per Hour (MPH) <br />Location two (MP 0.56) <br />o Average daily traffic (ADT) of 397 vehicles, with 96 trucks (24%) <br />o ADT distribution is 54% eastbound and 46% westbound <br />o 85% speed at 38 Miles Per Hour (MPH) <br />No accidents in the past five years <br />BACKGROUND: <br />Responding to a request received on May 16, 2021 to reduce the posted speed on Barnes <br />Road, Public Works deployed traffic data collectors May 19, 2021 and collected through <br />May 26, 2021. Due to the sharp turn at the west end of Barnes Road, two study locations <br />were included. Study segment one on Barnes Road (MP 0.22) included 20 percent truck <br />traffic within the average daily traffic distribution of vehicle size. Traffic at this location <br />is split 52% eastbound and 48% westbound. Overall 85a' percentile speed at this location <br />is 46 MPH with directional speeds of 47 MPH eastbound and 45 MPH westbound. <br />
