The City provides network services, lnternet access <br />services, dark fiber services, and others. <br />Unlike other City owned and operated utlllties that serve resldents and businesses, the <br />telecommunicatlons utility has no obligation to serve all Clty customers. The 3-year <br />Telecommunications Strateglc Plan (2015-2017) evaluated the costs, benefits, competltlve rlsk, <br />and community support to expand the Clty's 27 mlle flber optlc network to reach all residents <br />and businesses. Based on the outcome of the strategic plan and to mlnlmize competitive risks, <br />City Councll declded to extend the network to reach customers that are willing to pay for thelr <br />costs for servlce extenslons. The City Councll considered, but dld not choose to proceed wlth a <br />citywide flber to the premlse prolect due to the projected $22 mllllon capital investment, <br />unrealistic high customer rates that would need to be achleved to remain solvent, competitlve <br />rlsks wlth other servlce provlders, and a lack of communlty support at that tlme. <br />The Capital lmprovement Plan forthe telecommunicatlons utillty is antlclpated to be prlmarlly <br />funded through a combinatlon of revenue generated through rates, grants, and revenue bonds. <br />Typically the telecommunlcatlons utllity has been successful at receiving grants for <br />telecommunlcatlons utility capltal lmprovements that focus on economlc development. The <br />2015 grant revenue for the telecommunlcatlons facllity was approxlmately $343,fl)0. As a <br />relatively new utllltythe City has used general obligatlon funds to bond telecommunlcatlon <br />capltal lmprovements. <br />[ibrary <br />The City of Ellensburg operates a public <br />library, founded in 1907 in partnership <br />with Andrew Carnegie by the Women's <br />Municipal Movement Society of <br />Ellensburg.
