PROJECT NARRATIVE
1. Project Description: Describe the scope of work. lndicate the major work involved, including a brief
comparison of existing and proposed conditions.
The proposed project would provide fiber connectivity to three geographic locations within the
City of Ellensburg, as well as provide a connection to the wastewater treatment plant and a
future traffic signal located at the intersection of University and Reecer Creek. This will require
the installation of both above and below ground fiber, vaults, cabinets, and splice cases. There
is currently no existing fiber telecommunications infrastructure to these geographic areas.
Once infrastructure is complete these locations will be a more attractive option for businesses.
2. Explain how the infrastructure project will help meet the economic development goals of your communlty
and/or region. lf this project is not done, will the anticipated private development still take place?
As demonstrated by the recent and ongoing pandemic, businesses are more and more
dependent on technology and the internet for their day to day operations. Point of sale systems
at local merchants are the norm as well as online commerce. By having safe, reliable Gigabit
telecommunications, companies that are looking for remote office locations would look to
Ellensburg for its great quality of life for their employees. By extending our network, we would
be introducing lnternet services into these neighborhoods that are not only significantly faster
than DSL and cable, but more reliable. With more reliable fiber connections, businesses and
individuals are far less likely to experience temporary blackouts that can halt productivity in
vexing and expensive ways. This would give the city a favorable position in attracting
businesses, who in turn would benefit from fast, reliable access to the internet, making them
more productive. The vacant land within the proposed build areas would be more enticing to
prospective developers and businesses with fiber connectivity right to their lots,
3. lndicate if the project is consistent with the following applicable state, regional and local plans and
prioritization processes:
tr Overall Economic Development Plan - Officlally Adopted: December 18,2017
B Gomprehenslve Land Use Plan - Officially Adopted: December|8. 2017
Capital Facllity Plan - Officially Adoptedr December 18, 2017
communltyActlonPlan{orothercommunlty.basedplan)-officiallyAdopted-
Slx.Year Transportatlon lmprovement Plan - Officially Adopted: June 15. 2020
Site.e peclfic development plans; e.9,, Gommunity Master Plan - Officially Adopted-
E
tr
E
tr
tr
3
