PROJECT NARRATIVE <br />1. Project Description: Describe the scope of work. lndicate the major work involved, including a brief <br />comparison of existing and proposed conditions. <br />Commercial and residential, domestic water and sewer services are provided in the Snoqualmie Pass <br />area by a Special Purpose Disrict (SPD) named Snoqualmie Pass Utility District (SPUD or District). <br />The Dislrict has started Phase I of the new wastewater treatment plant (WWTP) which includes <br />constructing a Membrane Bio Reactor (MBR) to treat 20,000 to 30,000 gallons per day (gpd) about <br />l0% of the current plant capacity. The Phase I project is on schedule to be completed in November <br />2021. The remainderof the WWTP is scheduled to be completed by 2025. The Phase I treatment <br />process will allow the treated water to be discharged to Coal Creek instead of the land application site <br />on the Forest Service property, as currently performed. Associated with the Phase I MBR project. the <br />District needs to develop a new well in Kittitas County. 'l'he new treated discharge to Coal Creek and <br />Kittitas County well will provide a foreign water right credit to the district. Additional water rights are <br />essential to support the economic development at Snoqualmie Pass in Kittitas County. <br />The District has received approval for additional water rights equivalent to five times the amount of <br />water discharged to Coal Creek. These foreign water credits are equal to a total annual water right of <br />246 acre-fl, initiatly. As part of this water right requirement, the District must construct and develop a <br />wellin Kittitas County. The Phase I MBR WWTP equipment has been purchased and the construction <br />will be completed for facility start-up in October 2021, and development of the well is remaining item <br />for the District to obtain the additional water rights. <br />Several possible locations have been identified as shown on the attached Location Map. The property <br />owners are being contacted regarding the feasibility of drilling a well at these locations. The ski resort <br />owns most of these property sites. The well is expected to have a capacity of approximately 200 gpm <br />and will be equipped with a submersible pump 300-400 feet deep. Well site testing is scheduled to <br />begin in June 2021. <br />The increase in domestic water rights immediately provides the necessary capacity to allow <br />development since Snoqualmie Pass's existing water rights are very limited. The County has approved <br />developments at the pass for up to 450 homes in Hyak and 150 homes in Yellowstone. In addition, the <br />District has approx. 364 vacant lots, of whichT2have paid to connect, but not built, and 292haveyet <br />to pay to connect. The District currently has 80 connections remaining to sell. Therefore, not all the <br />approved platted developments can be served with the District's current water rights without limiting <br />other customers like the ski resort. The foreign water right credits generated from the well in Kittitas <br />County will rectify this shortage and provide enough water for parcels to be platted in the future as the <br />growth rate at the pass has average 8% during the last 3 years. <br />Increased housing and commercial development in Kittitas County increases the tax base and <br />stimulates residential and commercial vitality in this recreation and tourist-based area. Crowth in the <br />area will bring additional businesses and jobs to the area even after the construction is completed to <br />support for the additional development in the area. Non-ski season businesses are included in this <br />growth as recreational activities in addition to skiing are developed in the area. <br />-t
