KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA DATE: <br />ACTION REQUESTED <br />AGENDA STAFF REPORT <br />July 6, 2021 <br />Request to approve a Resolution to waive Floodplain <br />Development Permit fees for Fish Habitat Restoration <br />projects. <br />BACKGROUND: Public Works staff proposed to waive floodplain <br />development permit fees for fish habitat restoration projects <br />during the Public Works Study Session on June 28, 2021. <br />The Board provided direction to staff to prepare enabling <br />documents for this proposal. <br />In 2019, the Federal Emergency Management Agency <br />(FEMA) repealed their previous Policy on Fish <br />Enhancement Structures in the Floodway. They also <br />noticed Washington State and Washington State <br />communities that projects that qualify as a Fish Habitat <br />Enhancement Project streamlined permitting process, must <br />still meet National Flood Insurance Program requirements. <br />Staff recommends waiving floodplain development <br />permitting fees to help address increased permitting costs <br />and to demonstrate support for fish habitat restoration <br />projects. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Approve said Resolution to waive Floodplain Development <br />Permit fees for Fish Habitat Restoration projects. <br />HANDLING: Return one original to Public Works. <br />ATTACHMENTS: Resolution <br />LEAD STAFF: Arden Thomas <br />Public Works Water Resource Manager <br />
