Sbcl,,,ofS _. to n71 °p< <br />°y, KITTITAS COZTNTY <br />DEPARTMENT OF PUBLIC WORDS <br />Mark Cook, Director <br />KITTITAS COON TY <br />REQUEST FOR QUALIFICATIONS <br />HYDRAULICS AND HYDROLOGY DESIGN SUPPORT — MANASTASH ROAD BANK <br />STABILIZATION PROJECT <br />ADVERTISEMENT: July 8th, 15th and 22"d, 2021 <br />All submittals received after July 301h, 2021 will be discarded <br />PURPOSE: <br />The successful consultant will support Kittitas County staff designing and evaluating bank <br />stabilization design elements. <br />SCOPE OF PROJECT: <br />Kittitas County Department of Public Works is designing bank stabilization for a section of <br />Manastash Road (MP 10.65 to MP 11.01) that has been subject to creek erosion since 2016. <br />Previously, the County had consultant hydraulic and hydrology (H&H) modeling support <br />sufficient for submitting a funding request to the Federal Highway Administration through the <br />Federal Lands Access Program (FLAP). In 2018, the County successfully secured project <br />funding through Western Federal Lands FLAP. County staff proposes conducting permit <br />required H&H modeling in house but recognizes the need for probable coaching from a qualified <br />firm specializing in H&H modeling and design analysis. The County is seeking H&H <br />Consultant support on an "as -needed" basis during the design of bank stabilization elements <br />supporting permit application through construction support. The successful consultant will assist <br />the County to develop project hydrology, develop a project hydraulic model and evaluate design <br />elements with associated model stream response. The Consultant will work directly with County <br />staff on a "time and material' basis. <br />PROCEDURES FOR SUBMITTAL: <br />If you wish to be considered for work under this Request for Qualifications (RFQ), you must be <br />a registered consultant on the Municipal Research and Service Center of Washington — Shared <br />Small Works and Consultant Roster (www.mrscroster.org). <br />If interested in providing H&H support services to the County, submit a sealed envelope to Mark <br />R.
