PROJECT NARRATIVE <br />1. Project Description: Describe the scope of work. Indicate the major work involved, including a brief <br />comparison of existing and proposed conditions. <br />The City of Cie Elum is proposing a construction project for improvements to the south block of First Street between <br />Billings Avenue and Oakes Avenue, and the northwest and southwest comers at the First Street and Oakes Avenue <br />intersection. This project would complete all revitalization efforts for the westernmost block of the Downtown <br />Revitalization corridor. <br />Background <br />In 2017, the City of Cie Elum initiated a Downtown Revitalization effort to enhance the appearance of First Street, <br />increase economic growth and vitality, and create a safe walkable streetscape consistent with their Complete Streets <br />Ordinance. Stakeholders including business and property owners, residents, the general public, Cie Elum's Planning <br />Commission, and City Council provided valuable input throughout the planning process. In June 2017, the City <br />Council unanimously adopted the Preferred Alternative as shown in the conceptual plan by resolution. The <br />resolution established the City's commitment to implement the concepts for street and parking configuration, <br />streetscape amenities, and landscape improvements for First Street. The Downtown Revitalization Preferred <br />Alternative brochure is attached for reference. <br />To implement the Plan, the First Street corridor defines Billings Avenue as the west termini and Peoh Avenue as the <br />east termini. To seek funding for all of the improvements identified in the concept plan, the corridor was separated <br />into three succinct phases: <br />1. Phase 1 — Peoh Avenue and SR 903 (First Street) Intersection Improvements; <br />2. Phase 2 —First Street Stormwater Improvements and Billings Avenue to Oakes Avenue Improvements; and <br />3. Phase 3 — Downtown Revitalization including First Street pedestrian and street improvements. <br />Since adopting the Preferred Alternative in 2017, $3.5 million in funding has been secured from 14 sources, <br />including local, state, and federal programs. The Downtown Revitalization Funding Summary is attached for <br />reference. <br />Phase 1, completed in December 2018, constructed all stormwater, sidewalk, and roadway improvements at the First <br />Street and Peoh Avenue Intersection. <br />Phase 2, completed in the fall of 2020, constructed: <br />• all remaining stormwater improvements for the six -block project corridor, <br />• sidewalk and roadway improvements at the First Street and Billings Avenue intersection, and <br />• the north block between Billings Avenue and Oakes Avenue. <br />Phase 3 includes: <br />• streetscape improvements on the south block between Billings Avenue and Oakes Avenue, <br />• intersection improvements along First Street at Oakes Avenue, Pennsylvania Avenue, Harris Avenue, Wright <br />Avenue, and Bullitt Avenue, and <br />• the north and south blocks between the intersections of Oakes Avenue and Peoh Avenue. <br />Funding was secured for Phase 3 design and the City completed "shovel -ready" plans and specifications in <br />November 2020. Due to funding limitations, the construction of Phase 3 will be completed in subphases. The <br />Downtown Revitalization Project Summary brochure is attached for reference. <br />Scope of Work <br />Successful award of this application will complete the first subphase, Phase 3A, consisting of improvements on the <br />south block of First Street from Billings Avenue to Oakes Avenue, and the northwest and southwest corners of the <br />First Street and Oakes Avenue intersection. The Phase 3A Billings Ave to Oakes Ave is attached for reference. <br />Phase 3A will serve as the built standard of Cie Elum's concept planning. With a tangible example of delivering a <br />
