PROJECT NARRATIVE
1.Project Description:Describe the scope of work.Indicate the major work involved,including a brief
comparison of existing and proposed conditions.
Commercial and residential, domestic water and sewer services are provided in the Snoqualmie Pass
area by a Special Purpose District (SPD)named Snoqualmie Pass Utility District (SPUD or District).
The District has started Phase 1 of the new wastewater treatment plant (WWTP)which includes
constructing a Membrane Bio Reactor (MBR)to treat 20,000 to 30,000 gallons per day (gpd)about
10%of the current plant capacity. The Phase 1 project is on schedule to be completed in November
2021.The remainder of the WWTP is scheduled to be completed by 2025.The Phase I treatment
process will allow the treated water to be discharged to Coal Creek instead of the land application site
on the Forest Service property,as currently performed.Associated with the Phase I MBR project, the
District needs to develop a new we!I in Kittitas County. The new treated discharge to Coal Creek and
Kittitas County well will provide a foreign water right credit to the district.Additional water rights are
essential to support the economic development at Snoqualmie Pass in Kittitas County,
The District has received approval for additional water rights equivalent to five times the amount of
water discharged to Coal Creek. These foreign water credits are equal to a total annual water right of
246 acre-ft,initially.As part ofthis water right requirement, the District must construct and develop a
well in Kittitas County. The Phase i MBR WWTP equipment has been purchased and the construction
will be completed for facility start-up in October 2021,and development of the well is remaining item
for the District to obtain the additional water rights.
Several possible locations have been identified as shown on the attached Location Map.The property
owners are being contacted regarding the feasibility of drilling a well at these locations. The ski resort
owns most of these property sites. The well is expected to have a capacity of approximately 200 gpm
and will be equipped with a submersible pump 300-400 feet deep.Well site testing is scheduled to
begin in June 2021.
The increase in domestic water rights immediately provides the necessary capacity to allow
development since Snoqualmie Pass's existing water rights are very limited. The County has approved
developments at the pass for up to 450 homes in Hyak and i 50 homes in Yellowstone. In addition, the
District has approx.364 vacant lots,of which 72 have paid to connect, but not built, and 292 have yet
to pay to connect. The District currently has 80 connections remaining to sell. Therefore, not all the
approved platted developments can be served with the District's current water rights without limiting
other customers like the ski resort. The foreign water right credits generated from the well in Kittitas
County will rectify this shortage and provide enough water for parcels to be platted in the future as the
growth rate at the pass has average 8%during the last 3 years.
Increased housing and commercial development in Kittitas County increases the tax base and
stimulates residential and commercial vitality in this recreation and tourist-based area.Growth in the
area will bring additional businesses and jobs to the area even after the construction is completed to
support for the additional development in the area.Non-ski season businesses are included in this
growth as recreational activities in addition to skiing are developed in the area.
