ATTACHMENT lS.C (1) <br />SUBRECIPIENT AGREEMENT <br />BETWEEN <br />KITTITAS COUNry AND THE KITTITAS COUNTY CHAMBER OF COMMERCE <br />This Agreement is made between KlrrlrAs couNTY (herein called the Local Government) and Ktr'TAscoUNTY CHAMBER oF coMMERCE (herein called Subrecipient) for the cDBG-cVl pubtic Servicesubsistence Payments and childcare services (herein called the project). <br />As the washington state Department of commerce (commerce) is authorized by the federalDepartment of Housing and Urban Development (HUD) to provide funds to units of local governmentselected to undertake and carry out projects under the Washington state community DevelopmentBlock Grant (CDBG) Program in compliance with all applicable local, state, and federal laws, regulationsand policies; and <br />As the local Government has applied for and received a GDBG award, contract number 2o-6221c-715(CFDA L4'2281, to fund the Project with Federal Award ldentification Number (FAtN): B-20-DW-53-000.1;and <br />As it benefits the Local Government to engage the subrecipient to accomplish the scope of work andthe objectives of the local GDBG project; for Activities to prevent, prepare for, and respond tocoronavirus in partnership with local service providers for the CDBG-CV1 consortium area. <br />The parties agree that: <br />1. SCOPE OF SERVICES <br />A. Local Government Responsibilities <br />The Local Government is responsible for administration of the GDBG contract, and ensuring GDBGfunds are used in accordance with all program requirements [(2a cFR 570.501(b)] and its CDBGcontract with commerce referenced above. The Local Government will provide such assistanceand guidance to the Subrecipient as may be required to accomplish the objectives and conditionsset forth in this Agreement, <br />B. Subrecipient Responsibilities <br />The subrecipient will complete in a satisfactory and proper manner as determined by the LocalGovernment the following tasks to accomplish the objectives of principally benefiting low- andmoderate-income persons. The subrecipient will periodically meet with the Local Government toreview the status of these tasks. <br />PrincioalTasks <br />Before providing microenterprise technical and finance assistance <br />a complete the environmental review and prepare an environmental review record incompliance with NEpA requirements for CDBG. <br />Develop and establish cDBG. microenterprise assistance program,s policies andprocedures, including grant/loan terms, cDBG income qualiihation, covto_rg impactverification, duplication of benefit prevention, and beneficiary reportingrequirements. <br />o <br />Contract Page 002 <br />Page I of14 <br />Revised l/25/2021
