b. There are potential direct andlor indirect impacts on wildlife species or habitat from the <br />proposed use or activity. <br />2. Habitat management plan contents:The habitat management plan shall include a discussion of <br />the potentialdirect and indirect impacts, as wellas a discussion of the ongoing management <br />practices that will protect habitat after the project site has been developed. The habitat <br />management plan will include any relevant information and recommendations from the <br />Washington State Department of Fish and Wildlife habitat guidelines for the affected species <br />and/or habitat. Based on the characteristics of the site, the Administrator may require that all or <br />a portion of the following be included in a habitat management plan: <br />a. A map drawn to scale or survey showing the location of the fish-fuh_and wild{ife-Wlldlfq <br />habita+Habitat eense+€tien-Conservatl on the subject property, as well as the <br />approximate location of any potential +ishFish and wildli{+Wildlife habita+Habitat <br />withintwohundred(200)feetofthesubjectproperty; <br />and <br />b. Detailed description of vegetation and habitat characteristics within and adjacent to the <br />site. <br />c. ldentification of any endangered, threatened, sensitive, or candidate species that have a <br />primary association with habitat on the project area, and assessment of potential project <br />impacts to use of the buffer and critical area on the site by the species. <br />d. Methods and measures to avoid, minimize and/or compensate for adverse impacts <br />associated with the proposed use and development, including, but not limited to: <br />i. Prohibition or limitation of use and development activities within the fish Fish and <br />ill <br />Establishment of a buffer around the +ishEj5h_and witdlife-Wildlife habi+at-Habitat <br />; <br />Retention of vegetation and/or re-vegetation of areas/habitats critically important to <br />species; <br />Special construction techniques; <br />lmplementation of erosion and sediment control measures; <br />Habitat enhancement (i.e., fish passage barrier removal); <br />Seasonal restrictions on construction activities on the subject property; <br />Clustering of development activities on the subject property; and <br />Any other requirements and/or recommendations from Washington State Department <br />of Fish and Wildlife's habitat management guidelines. <br />3. Wildlife habitat management and mitigation plan: For unavoidable impacts to Fish and rui{dlife <br />Wildlife habitalHabitat eensentatien-Conservation a+easAreas, a wildlife habitat management <br />and mitigation plan shall be prepared by a wildlife biologist who is knowledgeable of wildlife <br />habitat within Kittitas County. The Wildlife habitat management and mitigation plan shall: <br />a. Demonstrate, when implemented, that there shall be no net loss of ecological function of <br />habitaU and <br />b. ldentify how impacts from the proposed project shall be mitigated, as well as the necessary <br />monitoring and contingency actions for the continued maintenance of the Fish and wild+ife <br />Wildlife hebitatrHabitat eenservetien-Conservation a+ea-Area and its associated buffer. <br />4. ln addition to the general mitigation plan requirements described above, the wildlife habitat <br />management and mitigation plan shall contain a report containing, but not limited to, the <br />following information: <br />tv. <br />vi. <br />vii. <br />viii. <br />ix.
