(Ord. 2016-006, 2016) <br />17B.O5.O2OA Policies for all critical areas. <br />Pursuant to RCW 36.70A.480, the policies for all environmental protection and critical areas of the <br />2416@_Kittitas County Shoreline Master Program shall be considered as policies of the Kittitas <br />County Comprehensive Plan. (Ord. 201 6-006,2016) <br />1 7 B.O5.O20B Genera I reg u lations for envi ron menta I protection. <br />The following provisions apply to any use or development occurring in shoreline jurisdiction whether <br />or not a permit or other authorization is required from Kittitas County. <br />1. Proponents of new shoreline use and development, including preferred uses and uses that are <br />exempt from permit requirements, shall employ all reasonable measures to protect shoreline <br />functions and processes. <br />2. Adverse impacts caused by new shoreline use and development shall be mitigated using the <br />following actions in order of priority (referred to as the mitigation sequence): <br />a. Avoiding the impact altogether by not taking a certain action or parts of an action; <br />b. Minimizing impacts by limiting the degree or magnitude of the action and its <br />implementation by adhering to the dimensional requirements, performance standards and <br />design criteria in this Program and using other technologies or steps, as needed, to avoid <br />or reduce impacts; <br />c. Rectifying the impact by repairing, rehabilitating, or restoring the affected environment; <br />d. Reducing or eliminating the impact over time by preservation and maintenance operations; <br />e. Compensating for the impact by replacing, enhancing, or providing substitute resources or <br />environments; and <br />f. Monitoring the impact and the compensation projects and taking appropriate corrective <br />measures. <br />3. Proposals for new shoreline uses and developments shall clearly identify potential shoreline <br />impacts. During initial review of the proposal, the Administrator may require the applicant to <br />submit documentation, prepared by a qualified professional, to assess the degree and extent of <br />potential impacts to shoreline functions. When reviewing proposals for new shoreline use and <br />development, the Administrator shall first determine whether identified shoreline impacts have <br />been avoided and secondly minimized. The Administrator shall require compensatory <br />mitigation, designed by a qualified professional, for development proposals that: <br />a. Do not fully conform to one (1) or more of the dimensional requirements, performance <br />standards, and/or design criteria in this Program; or
