Kittitas County Shoreline Master Program <br />b. The shoreline is considered to represent ecosystems or geologic types that are of <br />particular scientific and educational interest; <br />c. The shoreline is unable to support new uses or development without significant <br />adverse impacts to ecologicalfunctions or risk to human safety; or <br />d. The shoreline includes largely undisturbed portions of shoreline areas such as <br />wetlands, alkaline lakes, unstable bluffs, and ecologically intact shoreline habitats. <br />2. Areas with significant existing agriculture lands should not be included in the natural <br />designation, except where the existing agricultural operations involve very low <br />intensity uses where there is no significant impact on natural ecological functions, and <br />where the intensity or impacts associated with such agriculture activities is unlikely to <br />expand in a manner inconsistent with the natural designation. <br />4.5 Rural conservancy environment <br />A. Purpose <br />The purpose of the rural conservancy environment is to protect ecological functions, <br />natural resources, and valuable historic and cultural areas in order to provide for <br />sustained resource use, naturalflood plain processes, and recreational opportunities. <br />B. Manaqement policies <br />Shoreline uses and development within this designation must be consistent with the <br />following policies: <br />1. Limit permanent uses in the rural conservancy environment to those that sustain the <br />shoreline area's physical and biological resources. Examples of appropriate uses <br />include, but are not limited to: low impact outdoor recreation uses, agricultural uses, <br />aquaculture, low intensity residential development, and other natural resource based <br />low intensity uses. <br />2. Restrict temporary uses to those that do not substantially degrade ecological functions <br />or the rural or natural character of the shoreline area. <br />3. Prohibit commercial and industdal uses, except: <br />a. Agriculture and aquaculture consistent with provisions of this program; <br />b. Low intensity, water-oriented commercial and industrial uses in the limited <br />instances where those uses have located in the past or at unique sites in rural <br />communities that possess shoreline conditions and services to support the use or <br />development. <br />4. Encourage water-dependent and water-enjoyment recreation such as boating <br />facilities, angling, hunting, wildlife viewing trails, and swimming beaches as preferred <br />uses, provided significant adverse impacts to the shoreline are mitigated and the uses <br />and development do not deplete the resource over time. <br />Chapter 4 <br />March 7, 2016 <br />41
