The Administrator may <br />require the applicant to provide mitigation for loss of <br />ecosystem function caused by tree removal. <br />Mitigation could include dropping the tree in the <br />shoreline area or by "topping" the tree to provide <br />wildlife value as a standing snag. <br />The proposed amendment is not <br />required under the SMA, <br />therefore staff is not <br />recommending approval of this <br />proposed change. <br />17B.06.180 Elizabeth Torrey, <br />WDFW <br />1/5/2021 We request that you add the following language as <br />indicated: <br />17B.06.l80 b.l3: All water crossing structures in the <br />shoreline environment are required to obtain a <br />hydraulic project approval (HPA) from the <br />Washington State Department of Fish and Wildlife <br />and follow the 2013 Water Crossing Design <br />Guidelines or other similar approved guidance. <br />An HPA permit is a WDFW permit <br />for hydraulic projects in or near <br />state waters. It is not a <br />requirement under the SMA. <br />Additionally, the scope of this <br />periodic review does not allow <br />staff the resources to investigate <br />the 2013 Water Crossing Design <br />Guidelines. Staff does not <br />recommend approval of this <br />proposed change. <br />17B.07.030 Elizabeth Torrey, <br />WDFW <br />1/5/2021 We request that you strike the following sections as <br />indicated: <br />17B.07.030 lq iv: This section should be deleted, as <br />Kittitas County does not have any saltwater <br />waterbodies which possess kelp or eelgrass beds. <br />Kittitas County does not have <br />saltwater waterbodies.
