<br /> <br />Exhibit D SMP Update | Comment Matrix Page 7 of 15 <br />processes to protect water quality for state waters <br />(Vol. 1, Chapter 5.6), nor provide the necessary <br />functions for riparian dependent terrestrial species. <br />The table on PDF page 53 does not appear to have <br />properly formatted and is missing information; we <br />therefore cannot comment on the specific buffers <br />proposed in the SMP update. <br />We can, however, offer the suggestion that to best <br />comply with the science in Riparian Ecosystems, this <br />section should reference Site Potential Tree Height <br />(SPTH) and the Channel Migration Zone (CMZ) as the <br />method in which to determine the width of the <br />Riparian Management Zone (RMZ). The RMZ exists <br />independently of Type F, NP, or NS waters and <br />therefore these classifications could be omitted from <br />this section of the SMP. In locations where SPTH is <br />not appropriate, as indicated by this web map, the <br />science informs us that a minimum 100-foot setback <br />is what will ensure the functions and values of the <br />RMZ for pollutant and nutrient filtration. <br />WDFW strongly suggests that Kittitas County review <br />Riparian Ecosystems, in particular Volume 2, and <br />uses this source of Best Available Science to inform <br />SMP Section 17B.05.020K. <br />17B.05.020M Elizabeth Torrey, <br />WDFW <br />1/5/2021 We request that you amend this section as follows: <br />17B.05.020M la.
