We strongly object to this definition. Driving <br />posts, poles or planting can adversely affect cultural <br />resources. <br />Section 17B.05.010 Cultural, <br />Archaeological and historical <br />resources was part of a 2018 <br />settlement agreement between <br />Kittitas County, Confederated <br />Tribes and Bands of the Yakama <br />Nation, and Department of <br />Ecology. As such, staff <br />recommends no change to this <br />section. <br />17.B.05.010(B)(1)(a)(i) Aren Orsen, <br />Confederated Tribes of <br />the Colville <br />Reservation <br />1/5/2021 Section 17.B.05.010(B)(1)(a)(i) states that a project is <br />exempt from review if a professional archaeologist <br />has surveyed the entire project area within ten <br />years, and show that no cultural, archaeological, or <br />historic resources were found. We object to the <br />inclusion of this exemption. The onus of determining <br />the adequacy and applicability of previous <br />archaeological surveys should lie with consulted <br />Tribes and DAHP, not the project applicant. <br />Section 17B.05.010 Cultural, <br />Archaeological and historical <br />resources was part of a 2018 <br />settlement agreement between <br />Kittitas County, Confederated <br />Tribes and Bands of the Yakama <br />Nation, and Department of <br />Ecology.
