The definition of “development” updated to include DOE’s language. <br /> This amendment proposes to update the definition of “development” as found in KCC <br />17B.02.180 Definitions. The Department of Ecology’s permit rules clarifies that “development” does not include dismantling or removing structures. The updated definition of “development” would add the following sentence: “‘Development’ does not include dismantling or removing structures if there is no other associated development or re-development.” Final SMP Draft 17B.02.180 Development. "Development" means a use consisting of the construction or exterior alteration of structures, dredging, drilling, dumping, filling; removal of any sand, gravel or minerals; bulkheading; driving of pilings; placing of obstructions; interior building improvements that do not change the use or occupancy; or any project of a permanent or temporary nature that interferes with the normal public use of the surface of the waters overlying lands subject to the Shoreline Management Act at any stage state of water level. Residential development includes single-family development, multi-family development, and the creation of new residential lots through subdivision. “Development” does not include dismantling or removing structures if there is no other associated development or redevelopment.
