<br /> <br />Kittitas County Shoreline Master Program <br />Chapter 5 91 <br />March 7, 2016 <br />2. Protect the rights of navigation and space necessary for water-dependent uses. <br /> <br />3. Protect the public's opportunity to enjoy the physical and aesthetic qualities of <br />shorelines of the state, including views of the water in a manner consistent with the <br />overall best interest of the state and the people generally. <br /> <br />4. Public shoreline access should not cause negative impacts to surrounding <br />properties, such as litter or trespass. <br /> <br />5. Regulate the design, construction, and operation of permitted uses in the shorelines <br />of the state to minimize, insofar as practical, interference with the public's use of the <br />water. <br /> <br />6. Incorporate physical and/or visual public access to shorelines in new uses and <br />development proposals. <br /> <br />7. Public access areas and/or facility requirements should be commensurate with the <br />scale and character of the use or development and should be reasonable, fair and <br />effective. <br /> <br />8. Shoreline use and development activities should be designed and operated to <br />minimize obstructions of the public’s visual access to the water and shoreline. <br /> <br />9. The linkage of shoreline parks, recreation areas and public access points by hiking <br />paths, bicycle paths, easements and/or scenic drives, should be encouraged. <br /> <br />10. Public access should be designed for accessibility by disabled persons. <br /> <br />11. Public access improvements shall not result in a net loss of shoreline ecological <br />functions. <br /> <br />12. Existing public access points, including parks, trailheads, and boat launches shall be <br />maintained to support public use and enjoyment of shorelines. <br /> <br />13. Seek opportunities to establish new boat launches and picnic areas along the <br />Yakima River, the Columbia River, and along Lake Cle Elum. <br />14. Additional user amenities at or along shorelines in the Rural Conservancy and Urban <br />Conservancy environments, such as parking areas, restrooms, benches, picnic <br />tables, and signage should be added throughout the region to improve the <br />recreational experience along shorelines. <br />B. Regulations <br />1. Public access shall consist of a dedication of land or easement and a physical <br />improvement in the form of a walkway, trail, bikeway, corridor, viewpoint, park, deck,
