<br /> <br />Kittitas County Shoreline Master Program <br />Chapter 5 80 <br />March 7, 2016 <br />P. Regulations—geologically hazardous areas reporting and protection standards <br /> <br />1. New shoreline uses and developments shall be located, designed, constructed, and <br />maintained to avoid geologically hazardous areas. Impact avoidance measures shall <br />include, but not be limited to, locating the use/develop ment outside of the hazard <br />area, reducing the number, size or scale of buildings, driveways and other features; <br />altering the configuration or layout of the proposed development; using <br />environmentally favorable construction materials; implementing special engineering <br />methods for construction, drainage, runoff management etc.; foregoing construction <br />of accessory structures; preserving native vegetation; and other reasonable <br />measures. <br /> <br />2. New uses and developments may be allowed in geologically hazardous areas and/or <br />their buffers only when specifically allowed by this Program and when all reasonable <br />measures have been taken to avoid adverse effects on slope stability and protect <br />human health and safety. <br /> <br />3. Critical facilities shall be prohibited in geologically hazardous areas and/or their <br />buffers. <br /> <br />4. The Administrator shall review each use and development proposal to determine if <br />there is any possible geologically hazardous area on-site. In making the <br />determination, the Administrator shall use the best available inf ormation including <br />any previously completed special reports conducted in the vicinity of the subject <br />proposal. If no hazard area is determined to be present, this Section shall not apply <br />to the review of the proposed use or development. <br />5. Hazard present (non-channel migration zone): If it is determined that a severe <br />erosion hazard, mine hazard, seismic hazard, or landslide hazard other than a <br />channel migration zone hazard, may be present on or adjacent to a proposed <br />development site, the applicant shall submit a geologic hazard area risk assessment <br />prepared by a professional engineer, engineering geologist, or geologist. The <br />geologic hazard area risk assessment shall include: <br />a. A description of the geology of the site and the proposed use or development; <br />b. An assessment of the potential impact the project may have on the geologic <br />hazard; <br />c. An assessment of what potential impact the geologic hazard may have on the <br />project; <br />d. Appropriate mitigation measures, if any; and <br />e. A conclusion as to whether further analysis is necessary. <br />The assessment shall be signed by and bear the seal of the engineer or geologist <br />that prepared it. No further analysis shall be required if the geologic hazard area risk <br />assessment concludes that there is no geologic hazard present on the s ite, nor will <br />the project affect or be affected by any potential geologic hazards that may be
