Design, locate, and maintain flood hazard reduction measures to avoid a net loss of <br />shoreline ecological functions. <br />4. Encourage bio-stabilization methods for erosion damage repair whenever possible. <br />5. Recognize that flooding is a natural process and that floodplains are integral to <br />functioning river ecosystems.
