Kelsey Vlach, GIT <br />Project GIT <br />Expertise <br />Hydro -geotechnical and <br />groundwater -surface <br />water assessments <br />Water consumptive use <br />studies <br />Water right extent and <br />validity review <br />Role: Technical Support <br />Kelsey Mach is a Project Geologist -in -Training (GIT) with 4 years of professional <br />experience. Kelsey provides technical support and manages projects involving water <br />supply and water rights permitting for agricultural clients with small to large-scale <br />operations, industrial clients, and municipal water clients with Group A and Group B <br />water system plans. She has completed extent and validity assessments for complex <br />water rights, assisted in management and compliance for water rights portfolios, <br />developed water right mitigation plans involving consumptive use calculations, and <br />performed groundwater modelling and hydrogeologic studies throughout the state of <br />Washington. Kelsey has successfully led mapping efforts for several water rights <br />projects, producing graphics and online mapping applications that aided in effective <br />understanding and communication of overlapping and complex water rights and water <br />use. Through her prior experience at the U.S. Geological Survey National Unmanned <br />Aircraft Systems Project office, Kelsey also brings a unique skillset in utilizing drones <br />and drone data as innovative solutions for project needs. Kelsey works in Landau <br />Associates' Tacoma office. <br />AAA Ready Mix; Wenatchee, WA. Applied for a new water right on behalf of an <br />Industrial water user proposing to use Lake Roosevelt Water Bank re#eases as <br />mitigation. Completed a consumptive use evaluation, Including a hydrogeological <br />assessment, to compare tree fruit irrigation and industrial consumptive use. <br />Additionally, submitted a defacto change on existing water right through the Chelan <br />County Water Conservancy Board. <br />Klttitas County OA Water Banking Program Support <br />Desert Hills Homeowners Association; Grant County, WA. Submitted change <br />(Nater right transfer <br />applications through Washington State Department of Ecology's streamlined cost <br />and change support <br />reimbursement program and performed water rights compliance for a Group 8 water <br />Project administration <br />system. Calculated projected water demand for proposed development. <br />Fugachee Orchards; Okanogan County, WA. Aided in drafting a successful Certified <br />Water Rights Examiner proof examination involving a complex water use history, <br />Education <br />avoiding the potential abandonment of 70 acres of water. Submitted a water right <br />MS, Geological <br />change application and Report of Examination on behalf of client at the Okanogan <br />Sciences, University of <br />County Water Conservancy Board. <br />Texas at El Paso, 2017 <br />Prchal & Sons, LLC; Grant County, WA. Assisted with water rights compliance. <br />Certificate, Geospatial <br />Performed water right brokering through facilitation of purchase and sale <br />Information Science <br />agreements. Prepared change/transfer applications and Reports of Examination, <br />and Technology, <br />submitted through the Grant County Water Conservancy Board. Completed <br />University of Texas at EI <br />consumptive use analysis to support change from irrigation to municipal use. <br />Paso, 2017 <br />Central Terminals LLC; Grant County, WA. Successfully completed a water right <br />BS, Geology, Kutztown <br />change through the Grant County Conservancy Board, which required coordination <br />University of <br />between multiple stakeholders and drafting of a Report of Examination involving a <br />Pennsylvania, 2015 <br />detailed extent and validity assessment using aerial Imagery, power meter records, <br />and crop water demand calculations. <br />Bolstfort Water Company; Boistfort, WA. Provided water right acquisition support. <br />Certification <br />Led mapping efforts and coordinated with the Lewis County Water Conservancy <br />Federal Aviation <br />Board, water right holders, and the client to complete both Initial assessments of <br />Administration -licensed <br />water rights and in-depth due diligence assessments to aid in successful change <br />UA5 Remote Pilot, 2020 <br />applications and Reports of Examination for water rights being acquired by Boistfort <br />Water Company for municipal use. <br />Klttitas County OA Water Banking Program Support <br />
