AMP provided <br />economic, marketing, and technical advice for pilot transactions, brokerage, and banking system related <br />to the Umatilla Basin Water Commission's aquifer recharge and recovery projects. AMP staff. <br />Support to the Columbia Basin Water Transaction Program; OR, WA, ID, MT. Over a 10 -year period, <br />AMP (and previously Ecosystem Economics) provided the National Fish and Wildlife Foundation with <br />critical strategic advice, performance metrics and monitoring, and capacity building and in-service <br />training for the Columbia Basin Water Transaction Program, which is a $5 to $7 million per year program <br />of environmental water transactions funded by the Bonneville Power Administration, LAI staff Erik <br />Borgen (prior to LAI) and AMP staff. <br />4. Water Resources Comprehensive Planning <br />The project Team is well-suited to assist the County with its comprehensive planning for rural water <br />supply and mitigation banking program. Through numerous water bank feasibility analyses, Team <br />members have become adept at analyzing supply and demand for mitigation. <br />This process typically begins with Investigating the current supply (including Group A water systems and <br />private water banks) in terms of their volume of legal supply available and corresponding spatial <br />distribution. Demand forecasts are developed using statistics from county planning documents and <br />growth forecasts by the Washington State Office of Financial Management. We combine the outputs of <br />the supply and demand analyses to understand where new supply is needed. Once geographic areas <br />with less supply than demand are determined, potential surface water right acquisition targets (in <br />hydraulic continuity) are identified. Additionally, through these feasibility studies, Team members have <br />assessed alternative mitigation approaches where existing surface water rights may not be available for <br />acquisition. <br />The Team is well-equipped to help the County in its planning efforts and has some preliminary concepts <br />about how to expand the County's areas of suitabiiity. <br />Water Resources Comprehensive Planning Experience <br />Agricultural Water Bank In the Snoqualmle Valley; King County, WA. AMP designed an agricultural <br />water bank for the Snoqualmie Valley Watershed Improvement District in Carnation, Washington to <br />provide water for farms to increase agricultural and economic productivity. Facilitated a first -of -its -kind <br />two-way water rights auctions for buyers and sellers. AMP staff. <br />Groundwater Mitigation and Recharge in the Dungeness Watershed; Clallam, County, WA. AMP <br />researched, designed, and implemented the Dungeness Water Exchange with the Washington Water <br />Trust (WWT) for Clailam County with funding from Ecology. Research included permit -exempt well <br />demand evaluation and detailed agricultural water rights review. Negotiated and drafted agreement <br />between WWT and the Dungeness River Agricultural Water Users Association for the acquisition of <br />water rights for mitigation credits and recharge use. Completed a cost -benefit analysis and a multi - <br />criteria analysis to evaluate various flow augmentation and groundwater mitigation alternatives. <br />AMP staff. <br />Landau Associates 4 Statement of Qualifications <br />
