Wagon Road Coulee Water Right Transfer; Okanogan County, WA. LAI assisted a development group <br />with the transfer of a groundwater irrigation water right (annual quantity = 240 acre-ft/year) to a <br />downstream surface water right [No. CG4-GWC6371A(A)]. The so-called "John's Retirement Well" <br />transfer involved a well located in an alluvial aquifer in Wagon Road Coulee. The well was located <br />approximately 2 miles from the Okanogan River. A primary technical issue with the transfer was the <br />timing and magnitude of surface water depletion associated with seasonal groundwater pumping <br />relative to the Columbia River fish window. This technical <br />analysis affected the amount of water available for <br />transfer and the time of year the water was available for <br />use. LAI constructed a relatively simple numerical <br />groundwater flow model of the coulee aquifer system <br />using MODFLOW within the Groundwater Vistas <br />modeling environment. The model was run under <br />transient conditions to evaluate changes in groundwater <br />flux to the river under varying pumping conditions. A <br />critical part of the evaluation was a sensitivity analysis <br />that assessed pumping effects based an three critical <br />parameters: distance from the river, aquifer storage, and <br />I b h k d h <br />aquifer hydraulic conductEviLV. LAI a so enc mar e t e <br />model results with simple analytical solutions for river <br />depletion from pumping (Kendy and Bredehoeft 2006). The analysis was submitted to Ecology to <br />facilitate the water rights transfer, which was approved. <br />2. Water Rights and Transfers <br />The project Team has broad experience working with Ecology's water Resources Program to manage <br />and permit water In accordance with state rules and regulations. Team members have worked on behalf <br />of agricultural producers, private developers, state and local government agencies, and non-profit and <br />foundation clients implementing water right transfers and change applications In the Yakima Basin and <br />throughout Washington state. <br />Two of our Team members are Certified Water Rights Examiners, who have drafted numerous ROES that <br />include a tentative determination of extent and validity and, as appropriate, consumptive use studies. <br />One Team member is a licensed attorney' with significant experience in developing mitigation strategies <br />to support new water use. Other Team members are experienced water rights practitioners who assist <br />clients with new water rights, transfers, water right portfolio management, and administrative <br />compliance. <br />The project Team is well-positioned to assist Kittitas County with potential acquisitions and transfers in <br />support of its water banking program. LAI is intimately familiar with Ecology's policies and procedures <br />and is well-respected among Ecology staff In all their regional offices, including Central. <br />Water Rights and Transfers Experience <br />Water System Sale; Kittitas County, WA.
