-As ect
1.. CONSULTING
construction provisions. Both the Lipper and Lower County Large Area Permits expansion projects were
successful in increasing the areas available for mitigation through the County's water bank.
Alluvial Water Storage (WRIA 45), Chelan Co. Natural Resources Department I Chelan County, WA
Jason developed a Programmatic Quality Assurance Project Plan (PQAPP) to assist Chelan County Natural
Resources Department and their contractors with systematic planning in measuring physical habitat
improvement through implementation of stream restoration project throughout the Wenatchee River
Basin. Recently data from a pilot project within the Mission Creek basin were evaluated through this
framework. Results indicate that alluvial water storage is effective to mitigate rural domestic growth in
this instance and greater field data QA/QC and collection of background and subsurface data on future
project will improve certainty.
Naches River Off -Channel Habitat Assessment and Design Project, NYCD I Naches, WA
Jason conducted a focused hydrogeologic investigation to characterize groundwater physical availability to
assist in siting and design of a side -channel alignment and habitat features. Continuous data was analyzed
to create a series of surface water/groundwater contour maps and hydrographs; combined with aquifer
parameters; and an analytical model to assess and design groundwater -fed off -channel fish habitat.
Deep and Shallow Infiltration Assessment & Design, Confidential Client J Puget Sound
Jason provided analysis of two deep infiltration tests to support deep infiltration design details for a
facility In a highly urbanized and constricted setting. Jason used a comparative approach with multiple
grain size analysis methods and borehole infiltration tests, across multiple depths, to determine target
zones and infiltration rates that were subsequently used to guide design details.
Municipal Water Supply and Water Rights, Klickitat PUD I Wishram, Lyle, and Klickitat, WA
Jason has provided water right and water supply technical assistance to the Klickitat PUD on multiple of
their community water supply assets. This work has included well slting, well design, development of
technical specifications, bid support, construction oversight, and testing of two municipal supply wells;
assessment and rehabilitation of two wells subjected to extensive biofouling; and completion of front-
loaded reports of examination.
Municipal Water Supply and Mitigation, City of Tleton I Tieton, WA
Jason provided hydrogeologic services that included well rehabilitation oversight and testing analysis and
mitigation suitability analysis for a new water right authority. Jason guided the City of Tieton In evaluation
of their Well No. 2 susceptibility to biofouling and potential for future rehabilitation. In addition, Jason
performed an evaluation of multiple aquifers to determine potential mitigation requirements for a new
mitigated water right. Ecology concurred with the hydrologic investigation results and the City's mitigation
plan for a new water supply wells to meet future demand.
Agricultural Water Supply, Smith Hill Orchards, LLC I Wapato, WA
Jason provided technical assistance to Smith Hill Orchards to address reduction in yield from their sole
water supply well. Jason was able to identify well construction and poor geologic conditions that resulted
in decrease well efficiency from biofouling and screen design. Rehabilitation increased the yield and a new
well was designed. The new primary water supply well was constructed to provide long-term reliability
through avoidance of problematic hydrostratigraphic units—resulting in a highly efficient well that
increased water supply capacity four -fold.
Agricultural Water Rights and Water Supply, Rocky Mountain Faith Mission f Naches, WA
Jason evaluated the Nile Valley area's complex geology, hydrostratigraphy, and surface
water/groundwater interaction to develop a conceptual site model and analytical model to support water
right change decisions. This assessment resulted in a successful change from a surface point diversion
from the Naches River to a groundwater withdrawal. The water right authorization allowed for Jason to
design a new irrigation water supply well, which reduces the projects impact on surface water withdrawal
and meets the projects irrigation demand.
SHre I Reserra FEtr3 12
